Study On The Problems And Countermeasures Of Community Drug Detoxification In Z City

On the national civilized road,there is still a long way to go to prevent drug abuse.The relevant regions and organizations are committed to actively explore new models and new methods.New achievements have been made in educating and saving drug addicts,and in reducing the social harm of drugs.At present,the main mode of drug treatment in Chinese law are community rehabilitation and forced isolation treatment.By contrast,community rehabilitation is more conducive to solving the existing problem of high relapse rate of withdrawal,hardness to consolidate and integrate into society.The community rehabilitation work is related to the relevant government departments,non-governmental organizations,social workers,community,family and other aspects of the factors.It needs that government departments and non-governmental organizations,community and other forces give full play to the functions,mutual ordination,convergence and linkage.However,as a new type of detoxification model which has a short running time,there are some problems in community drug detoxification linkage,which makes the actual operation of community detoxification ineffective.In the new situation,combined with management innovation,the study about how to form a pattern of unified leadership of the government,cooperation of relevant departments and the participation of social forces,in order to integrate various resources to improve the linkage mechanism in community rehabilitation including physical detoxification,mental rehabilitation,employment support and returning to society,is the key problem of government and non governmental organizations and the relevant departments to solve urgently.Combined with the actual situation of community detoxification work in Z City,this paper analyzes how to solve the problems of community drug detoxification in Z city,through literature research,field investigation and experience summary.This paper is divided into six chapters.The first chapter analyzes the main contents,research background and significance,domestic and foreign literature,research ideas and methods,innovation and points in the thesis.The second chapter introduces the related concepts and theoretical basis,mainly describing the community linkage related concepts and theories of community rehabilitation linkage.The third chapter introduces Z status and problems of community drug rehabilitation linkage,introduding Z status and pointing out the existence of Z city community linkage problems.The fourth chapter introduces the domestic and foreign community experiences,summarizing the domestic and foreign community treatment experience,to find experience of Z city to improve the community rehabilitation linkage.The fifth chapter introduces four countermeasures as follows.Firstly,we need to define the subject and form a clear division of responsibilities.Secondly,we need to strengthen linkage consciousness.Thirdly,we need to perfect system design.Fourthly,we need to strengthen security forces.The sixth chapter is conclusion and prospect of the research,summing up the conclusions of the paper and the future research prospect.The innovations of this paper are as follows.First of all,through literature review and comparative analysis,undefined linkage body and no clear division of responsibilities,poor linkage awareness,imperfect linkage scheme,insufficient linkage guarantee are found in linkage of drug rehabilitation of Z city.This paper analyzes the causes of the problem.Secondly,on the basis of the domestic and foreign community linkage experience,this paper comes up with the community linkage optimization countermeasuresincluding of"defining the subject and form a clear division of responsibilities,strengthening linkage consciousness,perfecting system design of joint sign,joint meeting,joint office and 24 hours of duty,strengthening security forces of finance and team".
