A Research On The Resettlement Issue Of Demobilized Officers In Hohhot And Its Solution Methods

Since the state council formally promulgated and implemented the “Instructions of the Chinese people's liberation army(PLA)cadres released from active service and resettled to job” in 1995,the “planed resettlement strategy” has become the main resettlement method for the army retired officers who were relocated to civilian works.In recent years,with social and economic developments,the Hohhot municipal government has done a great amount of fruitful works on the placement of military cadres.By referring to the advanced experience of other regions in the country,and takingborder areas realities into consideration,thepoints based quantitative assessment and selection method was implemented in 2014.As a result,a fair and equal resettlement work for cadresare ensured ever since.The military transfer and resettlement work is related to the national security strategy,the cause of the military strengthening and revitalizing and the project of supporting the army.Especially at the military parade to commemorate the 70 th anniversary of the victory of the Anti-Japanese War,President Xi told the world solemnly that China will disarm 300,000 soldiers.The military transfer and resettlement work has been carried out under the background of deepening the national defense and army reforms since 2016,“Relocation of cadres is required in order to serve a greater purpose in new era of China”,the reason for relocating the majority of military cadres to local works is not because of disqualification of cadres,but rather for the needs of enhancing national defenses and military reforms.Successfully accomplish the cadres resettlement works has a far-reaching significance for stabilizing the army uniting the society,and completing the task of relocating 300,000 soldiers,it also has a profound effect on building and strengthening of a world-class Chinese army.This article is divided into five parts.The introduction,which mainly introduces the background ? significance ? research methods ?content,innovation?domestic and foreign literature review,comprehensive evaluation and so on.The first part is the definition and theoretical basis of the related concepts for the placement of military transfer cadres.The third part is the status quo and existing problems of the resettlement of military cadres in Hohhot.The second part is the status quo and existing problems of the resettlement of military cadres in Hohhot.The third part is the analysis of the causes of the problems in the resettlement of military cadres in Hohhot.The fouth part draws lessons from domestic and foreign experience and puts forward suggestions for improving the resettlement work of military cadres.
