Resettlement of demobilized officers is a tedious and complicated systematic project. Due to the special national conditions of our country, the resettlement of demobilized officers has extended the tradition of planned economy era for a long time, and military cadres who meet the requirements of resettlement are distributed to the local by the government uniformly. Since the beginning of the period of social transition, the "interim procedure for arrangement of demobilized army cadres" was introduced in 2001, in order to adapt to the new situation and requirements. Based on the original resettlement method, the “interim procedure” has expanded the ways of resettlement, and put forward the theory of autonomous employment seeking. The “interim procedure” has lasted more than ten years since it was promulgated, and the resettlement of demobilized officers has made great achievements, however, there are still many problems that fall behind the requirements of resettlement of demobilized officers.In this paper, the historical changes and the present operating condition of military officers in our country after retirement are systematically analyzed. Suqian is taken as an example to conduct deep analysis and the reform course of guarantee system on placement of demobilized military officers in Suqian City is stated. The reasons of existing problems such as planned distribution, freedom of job selection as well as other aspects are analyzed, and opinions and suggestions on how to solve these problems are pointedly put forward. To be more specific, the primary problem is to change the thought, which means to transform from traditional placement thought of employment to that of remuneration, to reflect on and grasp the future reform orientation under the background social transition period, as well as to make placement of demobilized military officers normative by use of the rule of law. Of course, coming back to the most pressing problem, it is obvious that to discuss how to make the planned allocation more scientific and more reasonable is of more practical significance than to discuss how to reduce the proportion of planned allocation, or even cancel it, although the latter is a more fundamental solution. To say like that is to state such a situation: when to explore the innovation move and reform direction in this paper, both the needs of the reality and the long-term consideration are concerned. What needs to mention is that all the countermeasures and suggestions put forward here could be good for dropping the threshold of autonomous employment seeking.
