The army is the foundation stone of a national's steady security and is an important force that influences the social development The officer is the important part of the army. The officer is mobile. Many officers want to withdraw from the military system and transfer to local government who called retired officer. They are important social force and human resources. The resettlement of retired military officers, a matter of social stability in the overall situation of development, all countries in the world attaches great importance.At present, with the development of the socialist market economy, China's economic system and the political system has undergone profound changes. Government has changed from unlimited management services to a limited type, and the government agencies is reforming and streamlining staff constantly. Separation of government from enterprises, public institutions separate and institutions stand facing restructuring. These factors make the ability of government, institutions, state-owned enterprises absorb demobilized armed officers reduced. Government resettlement capacity dwindling, contradictions between the number of placement and the narrow channels of resettlement expanding, contradictions between military personnel resettlement and officer society needed constantly expanding, the gap between demobilized officers personal wishes and the reality is widening. Therefore, the study resettlement of demobilized officers has great significance to the national defense and army building, cadre's optimization and rational allocation of human resources. It is also a major problem concerning social harmony, development and stability and involving all sectors of society. Study the resettlement of demobilized officers must start on policy issues from the perspective of policy analysis.For a long time, China implemented a planned economic system. According to it, the policy of resettlement of demobilized officers adopted EC-EC sub-plan distribution methods. It both have some certain advantages of planned allocation and in line with the market economic system; it both play the role of the government and highlighted the market's regulatory; it both to reduce the pressure on the government resettlement and find the right way out for the demobilized officers.In view of the many issues of China's demobilized military officers resettlement, This paper attempts to study the demobilized officers management Model on the history of our country and home and abroad, combine with the practical development of our country and our province, and refer information of he resettlement of demobilized military officers over years, and analysis from a theoretical perspective to the management reform of demobilized officers resettlement and demobilized military officers as a special human resources.This study is mainly based on the theory of public policy theory, to find out the problems through a series studies of government policies, to proposed remedies, and to conduct a feasibility analysis. The main scope of the study is selected from demobilized officers resettlement of Shandong province. The method is mainly take the information research method, Classification Analysis and analog analysis method, feasibility analysis method.This paper is divided into five parts:The first part is Introduction, mainly introduces the research background, Theoretical and practical significance, the ways and research methods.The second part is historical summary of our country resettlement of demobilized officers, it does detailed inspection and annotations about the change of retired officer resettlement from ancient times to the founding of new China.The third part is carry inspection to resettlement of demobilized officers of The United States, Britain, France, Russia, Japan, South Korea and other countries, and summed up experiences and practice of foreign country support to help retired military officers employment.The fourth part is combining the data of Shandong Province, make a description of China's resettlement of demobilized officers status and the problems that existed from the point of view of public policy analysis, and The necessity of reform of demobilized officers resettlement.The fifth part is exploration about reform choice and countermeasures, and proposal on methods of resettlement of demobilized officers and management reform.
