To build a harmonious society, the establishment of high-quality cadres is a necessary precondition for the future comprehensive development of the human world, the world economy is more developed talent more important, how to promote the rational allocation of human resources in front of us a realistic problem. Demobilized military personnel also are an integral part of, but because of their special nature makes it relatively more important, therefore, resettlement of demobilized military officers, for the national defense and army building, the country's stability, configuration and optimization of human resources have significance. The placement of demobilized military officers, is the relationship between economic development, political stability, social harmony of the major issues involved in all aspects of all levels, need to study from all directions, it depicts the situation as a whole, and to analyze deeper level, only possible to draw policy recommendations.Resettlement system reform is a complex and ambitious project, need to combine our national and military conditions and historical and cultural traditions, to take positive, steady, gradual and flexible ways to reform and improve, to adapt to the contemporary socio-economic and political development. In the current under the influence of the socialist market economic system, to establish a consistent market economic development officers transferred to civilian jobs --- social resettlement is inevitable. The so-called social placement, is such placement is based on the national macro-control, government guidance and market regulation, based on broad social participation, rather than completely controlled and dominated by the government, but not entirely determined by the market but in the countries under the influence of various factors and their own jobs to deploy a combination of resettlement. This approach effectively combines the placement of the socialist market economy, the nature and characteristics, is different from the implementation of the mandatory scheme has been allocated, but also from abroad, the retired officers fully market-oriented resettlement; both the planned distribution of some of the lessons advantages, but also with the market economy system:both play the role of government, but also highlight the regulation of the market; not only reduces the pressure of the placement, but also play a role for the demobilized military officers to find the right way.Based on the Placement of China's current Junzhuan analyze the current situation, identify its problems, learning from the perspective of historical institutionalism to analyze the development of the system change, drawing on other countries, resettlement in the advanced experience, trying to describes the basic concept of reform resettlement, for the institutionalization of the resettlement era of reform and rationalization of moving direction provided theoretical guidance and practical basis, and thus has a very important logical and practical significance.
