Study On The Interaction Between Government And Social Organizations Based On The Collaborative Governance

With the advent of the era of globalization and informatization,the environment of government governance in public affairs is constantly changing and the public has new demands.Therefore,the government should not only actively transform its functions and change the way of governance,but also need to re-examine the function of social organizations.In the recent three decades,the relevant practices of interdepartmental interaction among governments,enterprises,social organizations and citizens have enjoyed a very wide range of applications in various countries in the world,and there are also more and more studies in theorists.The rise of collaborative governance theory provides a new theoretical perspective for us to think about and study the interaction between government and social organizations.Under the new background,collaborative governance has designed a theoretical framework for the development of the interaction between the government and social organizations,which responds to the requirements of the times.In essence,based on the theory of collaborative governance,the interaction is a kind of co-governance interaction.Shangcheng District,Hangzhou worry-free platform,a new model of collaborative disaster relief for Jiangxi government and social organizations,purchase of public sports services in Changzhou,these three cases show,co-governance is different from the previous interaction between government and social organizations,reshaping the interaction between government and social organizations.Collaborative governance makes the interaction between the government and social organizations developed,but the development of this interaction is not a one-stop,facing the four obstacles of technology,institution,ideas and resources.Based on this,this article starts with three levels,and constructs the path of the interaction between the government and the social organizations in co-governance.First,macro-thinking,which promotes the co-evolution of "technology-idea-institution";second,middle view,the establishment of interaction mechanism of collaborative governance,that is the mechanism chain in which the government and social organizations work together to govern the internal relations;third,micro subject,a clear definition of the role of government and social organizations and the division of powers and responsibilities.
