The government's purchase of social public services as an important part of the government's transformation of its functions and realization of the “small government and large society” has received widespread attention from the academic and political circles.With government purchases being pushed to a more and more important position,this type of government's investment in entrusting or purchasing social public services,and the way in which social organizations undertake and perform service functions,has gradually become the norm in the provision of modern government public services.In this context,third-party assessments of social work services began to emerge and evolved out of a fairer,more objective,independent,and professional evaluation of all aspects of government purchasing efficiency and effectiveness.However,third-party assessments often have many difficulties in implementation during the course of practice.In the existing researches,academic circles often study the plight of third-party evaluation of social and public services from the perspective of new public management theory and governance theory,and conclude that at present there is a lack of independent evaluation of the third-party evaluation of social and public services in China.Lack of sexuality,incomplete application of assessment results and other issues.On the basis of recognizing and borrowing from the existing research results,this article has found that many issues arising from the third-party evaluation in practice are caused by the joint efforts of the government,social-workers,and evaluation agencies.Under the background of vigorously advocating policies and the government continuously introducing third-party evaluations of social work,government buyers,appraisal third parties,and social service providers participating in practice often face “dual identity”,“cognitive dislocation”,and “multi-loyalty”.Problems such as "dependency on resources",such as the government's emphasis on efficiency and effectiveness,decentralization and oversight;assessment agencies must be accountable to the government,but also to the service agencies and the general public;service agencies must not only complete indicators but also focus on services.Quality,and so on,these specific issues are essentially the value choices that have to be faced in the assessment process.This study believes that behind these dilemmas,it is essentially due to the government's purchase of social work services and third-party evaluation of principal-agent processes.Many of the ethical dilemmas.This study starts with government buyers,service providers,and evaluation executives,and uses principal-agent theory to analyze what kind of entrusted agency arises during the process of government procurement of third-party evaluations of social work services.What ethical and ethical dilemmas arise behind this,Taking this tripartite as the main body of action,starting from the problems of principal-agent issues and risks,an optimization strategy is proposed.This article begins with the evaluation of relevant subjects and uses principal-agent theory as an explanation theory.The research on third-party assessment related issues contributes to a certain extent a unique perspective,and it also establishes a framework for research in related fields.First of all,by summarizing and analyzing the background of the government's purchase of social work services,in the process of third-party evaluation of social work in Chongqing,the relevant subjects are faced with the ethical dilemma,and then proceed from the tripartite parties of the government,social work agencies and the evaluator.,Seek to solve the dilemma of the optimization strategy,which is of great practical significance for realizing the government's rational operation of purchasing social work services,promoting political and social cooperation,and accelerating the development of social organizations.Of course,due to limited knowledge and personal academic ability,this study still has many deficiencies: First of all,the reasons for applying the principal-agent theory to explain the ethical dilemma in this study need to be further in-depth and detailed so as to reduce the risk of conclusions;Secondly,the ethical dilemma in this study is only a collection of third-party assessments of social work projects purchased by the government in the current period in Chongqing.The conclusions of the study are not universally applicable,and there are also limitations in the degree of promotion.
