Dilemma And Coping Strategies Of Third-party Evaluation Of Governmebnt Purchase Services

The social services purchased by the government are showing an increasing trend of scale,scope and influence.All sectors of society have begun to pay extensive attention to the benefits generated by services.There is an urgent need for organizations that can find project problems and provide professional advice to improve service levels.Based on the analysis of previous studies,the author finds that there are many problems with third-party evaluation,which are mainly reflected in the aspects of authority,specialization,and evaluation of benefits.However,S City has optimized its legality in the development of third-party evaluation for several consecutive years.The dilemma of sexuality still has the problems of low reference value of assessment results,difficulty in obtaining approval,and low social influence.Therefore,how to help and support the dilemma of the third-party assessment in city S is particularly urgent.This article uses the third-party evaluation agency H in S City as an example.It mainly uses the participatory observation and non-structured interview methods to collect relevant data from H agency's evaluation of the"community service socialization" project in S City.Analysis,in order to study the evaluation process and the impact of evaluation activities of organization H,from the specific links of the evaluation,including the role and capabilities of the evaluator,the interactive relationship between the evaluator and the government and service providers,and the evaluation mechanism to explore third parties Assess the predicaments and analyze the reasons for the problems,and propose practical solutions.
