Research On The Implementation Deviation Of Precise Poverty Alleviation Policy

After more than 30 years of reform and opening up,China's economic development has achieved remarkable achievements,poverty alleviation capacity has gradually increased,and the number of poor people has decreased.Especially since the 18 th National Party Congress,the party and the state have creatively proposed precise poverty alleviation.strategy.However,due to the complexity of the grassroots government and the rural society,the precise poverty alleviation policy has experienced various deviations in the implementation of the “last mile”.Based on this background,this paper conducts in-depth research on real-time poverty alleviation policies to find out the performance and reasons for the implementation bias of the precise poverty alleviation policy.This paper takes the analysis framework of resources,interests and actions as the research basis,and uses the theory of rational choice as the analytical tool to select the national poverty-stricken county,H County,which has implemented the precise poverty alleviation policy earlier and has more research value as the field research.The research object,through the literature method,interview method,observation method,carried out a more in-depth analysis of the implementation bias of the precise poverty alleviation policy.Through the author's research,it is found that H County has problems such as inaccurate identification,unreasonable project arrangement,inaccurate measures,and inaccurate withdrawal from poverty in the implementation of the precise poverty alleviation policy,which fully demonstrates the implementation of the county's poverty alleviation policy and the upper level.There are serious deviations in the design.The author further analyzes the logic of poverty alleviation in the implementation of the policies of the two counties of the county,township and townships,and the villages: the limited resources of the county and township governments,the governance concept of the “official standard”,and the rules.Nihilism,the exclusion of the masses,the self-interest of the village cadres,the capture of poverty-stricken resources by the rural elites,the problems of the poor households,the collusion between the government and the villages,and the tacticalism of the villages.These various behavioral logics derived from the self-interest of the grassroots government and villages have led to the deviation of the precise poverty alleviation policy from the prior “orbit”,resulting in poor poverty alleviation.In this regard,the author also put forward several suggestions such as change the way of the first secretary of the village,encouraging the masses to participate in the poverty alleviation process,guiding the poor groups to establish correct values,and changing the assessment and assessment mechanism to reduce the deviations in the implementation of poverty alleviation policies and promote the effective implementation of precise poverty alleviation policies.
