"Social Work+Volunteers" is a universal service model for social work institutions at home and abroad,and has formed a series of management systems for volunteers such as recruitment,training,service,and incentives.Relatively speaking,the voluntary participation of foreign developed countries is mainly characterized by bottom-up,active participation in personal volunteer service,which is characterized by strong initiative,high sustainability and wide coverage.This is related to its social and cultural background and its social organization.China's social work started late,and the volunteers mainly showed government-led,top-down mobilization participation,showing strong passive and organizational characteristics.In the service process,social work organizations generally face difficulties in recruiting volunteers,lacking participation,enthusiasm for service,and unsustainable efficiency.It is difficult for individual social organizations to form their own volunteer system.The Wenzhou H organization takes the district party group service center as the platform and the party member volunteers as the core,and forms a volunteer system combining team volunteers and individual active volunteers,and has established recruitment,participation,training and rewards.A series of voluntary service mechanisms such as services.This mechanism not only promotes H's own development and service efficiency,but also becomes an important force of the H social work organization.It plays an important role in the regionalized overall social governance system under the leadership of the institution and the local organization.This volunteer system is centered on party volunteers and party volunteer service teams,including active participants of different age levels,different economic levels,and occupational levels.It presents top-down and bottom-up,organizational and personal aspects.The combination of features has effectively promoted the overall governance of social work organizations with the party center as a platform.This volunteer system and management mechanism is different from foreign countries and different from other parts of the country.How is it formed?Why is it able to break through the general predicament faced by social workers and play an important role?Through a three-month participatory practice in H.the author tried to answer the above questions in combination with literature and in-depth interviews.The goal of this study is to explore how Chinese social work institutions can combine the Chinese background and characteristics to build a social worker+volunteer service system and effective working mechanism,and provide some reference experience for the localization practice of Chinese social work.This study takes social capital as a theoretical perspective,Combined with social network analysis tools,and describes and analyzes the formed volunteer system of H institutions through participatory observation and in-depth interviews,presenting its development process and exploring its formation reasons.The three levels of volunteers,organizations and party analyzed the reasons for their formation.The study found that under the support of the project,resources,and policies of the organization department,H institutions adhered to the party's mass work and government governance system as the main body,and integrated the ethical values and technologies of social work into the service,with the party group service center as the platform.Incorporate party members' volunteers to participate in the service,train through the Volunteer Academy,incubate the volunteer team,mobilize the volunteers' enthusiasm with the point system,guide and stimulate the potential of the volunteers through the project system,and effectively carry out project activities with social benefits,and absorb more Individualized active participants at the age level,multi-economic level,and multi-professional level,thus establishing a"organized+personalized" integrated volunteer system,linking and integrating resources in a social way,and facilitating enterprises,governments,and society.When multiple entities participate in social services,the system can continue to operate and form a network of participation in "party building leading-social operation-diversity participation".Finally,this paper proposes social work institutions to break through the dilemma of volunteers from the government level and social work institutions.
