Study On The Priority Development Of Public Transportation In Jinan City

As China's urbanization rate continues to increase,the high concentration of population has already constituted a severe challenge to the development of the city in terms of space,energy,transportation and environment.In recent years,Jinan's social economy has continued to develop.More and more people choose private cars to travel.With limited urban transportation resources,traffic congestion and air pollution have followed,and it has once become the most congested city in the country.Although Jinan was identified as the first "bus city" demonstration city in October 2012,the acceptance work has not yet been carried out.Under the above background,it is urgent to speed up the development of public transportation in Jinan and further alleviate traffic congestion.Giving priority to the development of public transportation is the most effective way to alleviate traffic congestion around the world.Therefore,based on the theory of public management,this paper uses literature research methods,questionnaires,case studies and other research methods to explore the priority development of public transportation in Jinan City.First of all,this article elaborates on the basic concepts such as "public transit priority".By analyzing the characteristics of urban public transport as a public good,this paper clearly defines the "public transport priority" and elaborates on the contents of each element in the definition.Secondly,this paper introduces the status quo of priority development of public transportation in Jinan City.This paper reviews the development history of Jinan public transportation,detailed the key indicators such as bus line network and bus station,and analyzes the indicators from the aspects of "quantity" and "quality".At the same time,it summarizes the measures and achievements of Jinan City in promoting public transport priority.Thirdly,this paper analyzes the problems and causes of the priority development of public transportation in Jinan.According to the analysis of the special survey data,the substitution effect of motorized private cars in Jinan is obvious.The public transportation has not reached the "priority" level in terms of operational efficiency,coverage speed and service supply,and the gap with the public needs is large.The analysis believes that Jinan City's public transport management system and mechanism are not perfect,infrastructure construction is backward,the network is not scientifically arranged and the safeguard measures are imperfect,which is the main reason for the "not priority" of public transport development.Finally,this paper puts forward some countermeasures and suggestions for the priority development of public transportation in Jinan City.By analyzing the development experience of famous "bus cities" such as Seoul and Singapore,it is found that the priority development of public transportation in Jinan has a huge gap with advanced cities in terms of government operation mode,network planning,facility construction and intelligent support.Therefore,this paper puts forward corresponding countermeasures and suggestions from four aspects:public transportation management system,infrastructure construction,network optimization and support.It is recommended to clearly define the boundaries between government and enterprises,establish a clear-cut government management system,increase construction efforts on bus stations,bus lanes and stations,and strengthen management;accelerate the integration of the bus market,create a high-quality public transport system with Spring-city characteristics;improve the financial security system and improve the level of intelligence.
