Research On The Implementation Of Government Assistance Policy For Non-governmental Higher Education In Fujian

Since the reform and opening up,the non-governmental higher education has created unique institutional mechanisms for running,managing,and operating in combination with the characteristics of running a school.It has continuously explored new methods for optimizing the internal management of universities,improving the quality of running schools,and enriching training models.It played an important role and became an indispensable part of China's education.However,with the rapid development of non-governmental higher education,problems followed,those problems affecting and restricting the healthy development of non-governmental higher education.In recent years,China's central government and local governments have introduced some supporting policies to promote the development of non-governmental higher education,but there are still many problems in actual implementation.This paper starts from the development of Fujian's support policy for non-governmental higher education,summarizes the main content of the current support policy.Based on the implementation of the policy,it finds that there are four problems in the implementation of the government support policy for non-governmental higher education in Fujian: Poor coordination of executive departments,insufficient financial support,insufficient implementation supervision,and insufficient publicity.Based on the theoretical framework of the Smith model and the "four elements" as the analysis dimension,the root causes of a series of problems in the implementation of the supportive policies for non-governmental higher education in Fujian Province are: the policy is imperfect,execution subject is not in place,the target group's execution effect is "discounted",and the execution environment is limited,etc.In order to promote the effective implementation of non-governmental higher education support policies in Fujian,first of all,it is necessary to optimizing government support policies for non-governmental higher education,incorporate non-governmental higher education into the overall planning of Fujian's educationaldevelopment,formulating supporting policies that are compatible with the development of them.Secondly,change the concept of the government is needed,set up an agency responsible for non-governmental higher education management,improve the ability of executive subjects.Thirdly,improve the financial assistance system,strengthen the supervision of non-governmental colleges,giving full play to the role of the media,optimizing government support policy implementation mechanism.Finally,non-governmental colleges and universities should improve their own schooling ability,strengthen the construction of teaching quality,do a good job in the construction of teaching staff,and effectively improve the quality of schooling.
