Investigation And Research On Public Opinion Guidance And Control Mechanism And Collaborative Governance Of Local Public Security

At the present stage,all social strata in China are in the social transition period with various contradictions prominent,and public opinion events occur frequently,especially those caused by urban public security emergencies.In the past,public security organs gradually lost their effectiveness in the highly transparent society by strengthening control and other "hard means".Therefore,the public security organs to improve the public security governance system,effective public opinion governance work,reshape the public security is the state,the local political and legal organs need to solve the problem.This research report starts from the perspective of "social public opinion +public security organs" and studies local public security organs and front-line policemen in China,mainly through participatory observation,in-depth interview and case analysis.,social public opinion in public safety emergency management,collaborative governance,etc,on the basis of related research,first of all,through the research analysis,it is concluded that the local public security and social public opinion guide mechanism conceptual operation mode,separately from social work collaborative governance mode and two dimensions of collaborative governance model and the study of Z city public security bureau in the public opinion management work innovation advantage;Secondly,taking the case of "death of a stewardess in a free ride" as an example,the author divided the development process of public opinion events by using Steven Fink's four crisis communication stages,presenting the specific practice of the formation,outbreak,fluctuation and extinction of public opinion in the municipal government from multiple perspectives,and then analyzed the practical application ability of public opinion guidance and control and collaborative governance in the municipal government.Finally,through the case study of Z city public security bureau and the national common problems exist in the local public security work in the public opinion management,this study summarizes the Internet public opinion under the local public security management work of the rule of law construction in China is not perfect,the social legal system,it is necessary to strengthen the education training their own public opinion management work ability insufficiency,the public security culture propaganda does not reach thedesignated position,multiple subject collaborative governance concept weak awareness,lack of timely communication between police and other problems.In view of these problems,this paper puts forward innovative countermeasures and Suggestions,such as taking local public security organs as the key to solve the problems,improving the rule of law construction of virtual Internet,using its own leadership to play an important role,and cooperating with multiple social subjects to govern public opinions.Local public security organ is the main participants,leaders,social public opinion management work in Z city public security bureau in public opinion daily management work,using the cooperative governance model,changed the past "public opinion control" to "public opinion guide",the social public opinion leading,strengthening police officers as the main body,multiple subject to form the collaborative governance of public opinion guide control idea,the control work in combination with national policy of using original ideas at the same time,the armed police force with science and technology,to guide the governance with wisdom,with sincere to repair image,it is worth to learn from other areas.
