With the rapid development of computer, Internet and modern management therapy, Human Resource Management System emerged for applying the information technique in enterprise management. In the meantime, the government also make full of new technique in order to improve administrative efficiency to serve our society more operatively. The introduction of technology to official management bears out electronic human resources management system, that's so called e-HR management system.Adapting to this situation, Shanghai Police department tries to promote the concept of public security affairs, organizational structure, working methods, style of management and operating mechanism over few years by speeding up the construction of public security information technology, strengthen the research for police resources management system.Therefore, it has now become an important issue to be settled urgently that making use of modern information technology and advanced management tools for team management in order to promote sustainable development of the Shanghai Police Department, by taking advantage of initial merits and infrastructure conditions in Shanghai police department information system. Because of these reasons and demands, the essay makes deep research into police e-HR system to improve the management of police department by focusing on the developing trend of information technology and police resources management.The essay makes an introduction to elaborate the researching purpose,background and meaning, history of e-HR systems, and also researching methods. In the first chapter, it introduces concepts and functional models of a common e-HR system, study situations of both internal and abroad. By comparing the construction of Shanghai Police Department e-HR System with the province's system in the second chapter, the author applies ISO9000 quality management standard for the analysis and research of structure of police e-HR system, draws the lessons and experiences of the system mentioned before, then deliberates the entire structure of the police e-HR system. The last chapter makes an overview of the risks, effectives and influences after the construction of police e-HR system, then puts forward the concrete measures to improve the system in order to manifest the worth of research on this topic.
