In recent years, our country has given high priority and vigorously supported to the economic development in Guangxi. The Guangxi Zhuang Autonomous Region has also made great achievements in economic construction, the opening up and development of the Beibu Gulf Economic Zone, the construction of international regional transport hubs, special advantageous industries, and opening up to the outside world Achievements. Thus the restructuring of the jurisdictional area, especially the strong growth of the transportation industry, has stimulated energy demand. However, due to the fact that Guangxi has a wide geographic area, diversified markets, large scale of rail transport and sales, and its total storage capacity has not increased, oil marketing companies have limited ability to control resources. The overall storage capacity of oil depots and sales growth is extremely disproportionate,a serious shortage of storage capacity has become a major bottleneck restricting the development of sales of oil companies. Therefore, the new oil depot in the LJ area is of great strategic significance to the development of the region. Therefore,it is necessary to conduct a feasibility study on this project.Based on the analysis of domestic and foreign literature, national and local government policies and laws and regulations, combined with the market demand in Guangxi region, especially LJ region,as well as supply and demand The status quo, through the method of market research and analysis, economic costs and benefits of comprehensive analysis of the feasibility of the project. The paper analyzes the necessity and feasibility of project construction of LJ oil depot, environmental impact, technology and financial evaluation, and provides reliable support for the project decision-making in the later stage through quantitative and qualitative methods.
