China is the country with the largest demand for petrochemical products.The increase in demand stems from the rapid development of economy,which drives the rapid development of packaging industry,clothing industry,automobile industry,consumables industry and mobile phone and other electronic products industry.These industries are closely related to petroleum refining and ethylene preparation.National attention and healthy guidance has create a good environment for the development of petrochemical industry.The continuous growth of the industry requires enterprises to have more advanced production facilities and technology,as well as larger storage space for raw and auxiliary products.It is particularly important to curb the emergence of environmental safety issues in today’s environmental trends.Therefore,scientific environmental risk assessment not only provides guarantee and guidance for the normal production and operation of enterprises,but also has great significance for social stability.Based on the actual situation of environmental risk assessment in China,this paper discussed the environmental risk assessment.Risk accident characteristics of petrochemical enterprises are analyzed,the TOPSIS method is adopted from the human risk,equipment risk,environment risk three sides facing risk screening,using the environment the possibility of risk probability and the possible impact of environmental risk level(risk losses)to quantify the security risk.At the same time by using entropy method to reduce the error of subjective factors,finally it is concluded that safety level of risk.Twelve risks were screened out through the calculation results.The analytic hierarchy process(AHP)was used to calculate the weights of 12 risk indicators in the three categories screened.The risk index weights of the three categories are:hazardous chemicals and processes(0.3196),safety management measures(0.5584),and receptor sensitivity(0.1220).This indicates that enterprises should pay more attention to safety management and establish scientific and feasible emergency management measures.To determine the criteria for the specific criteria,using the AHP method to calculate the weight of each index and the number of experts to evaluate the risk level,using the level of environmental risk level to determine the environmental risk level of the enterprise.A super-large modern oil refining and chemical enterprise in Tianjin was selected as the case study.the relative position of its surrounding environment,population concentration area and the project was counted,and the ratio Q=90.269 between the number of risk substances and the critical quantity in the List of Material and Critical Quantity of Emergency Environmental Risk Events was calculated.The enterprise environmental risk value was evaluated and the comprehensive risk score was 26.258.In combination with the production process and environmental risk control level of the enterprise,the division of environmental risk receptors around the enterprise,and the ratio Q between the amount of environmental risk substances and the critical mass,the final risk of the enterprise is classified as greater environmental risk.
