Research On Project System Management In The Grassroots Governance Of Villages And Towns

The Third Plenary Session of the 18 th CPC Central Committee will "complete and develop a socialist system with Chinese characteristics and advance the modernization of the country's governance system and governance capabilities" as the overall goal of comprehensively deepening reforms and provide a theoretical basis for advancing China's socialist modernization cause.Grassroots governance is an important link in the modernization of national governance capabilities.Grassroots governance plays a very important role.Since the tax-sharing reform,the state has centralized finance,and a large amount of funds has been allocated to the grass-roots government in the form of a project system.The project funds,as a supplement to the basic level to maintain public service provision,have a far-reaching impact on the current grass-roots governance in the form of project governance.This article plans to analyze the practice path of the project system at the grass-roots level in townships and townships,and try to observe the existing problems and problems of the project system in the grass-roots governance practice in townships and towns.At the same time,we should rationally look at the role of the project system in the grass-roots governance of townships and towns,and look for Optimize grassroots governance structure and realize the perfect path of project system in the grassroots governance of townships and towns.This study used nearly a decade of literature research and field surveys in northern Jiangsu as the study site.By summarizing the literature,the origin and related characteristics of the project system are summarized.Explore the practical issues of the project system in grassroots governance.The understanding of the predicament of the project system at the grassroots level from the micro and macro levels,respectively.At the micro level,the project system has intensified the financial and manpower burden of the township government in the operation of the grass-roots level.At the same time,the function of “normality” is uncertain,which increases the conflict and pressure in the governance process.The mismatch between the workload of the grass-roots government and the actual authority limits the effective governance of the grass-roots government.At the same time,project funding at the grass-roots level in the project system has been unevenly distributed,which has exacerbated regional imbalances.It has been difficult for the project operation to achieve real rural social deterioration and disrupted social structure at the grass-roots level.From a macro perspective,the project system is prone to path dependence in the process of grassroots governance practices,thereby ignoring grassroots government capacity building,and the "flexibility" logic of the project system in grassroots governance,further exacerbating the governance model of "distribution" order.On the other hand,the positive effect of the project system in grassroots governance is also quite prominent.On the one hand,the project system can effectively mobilize the enthusiasm of local governments in grassroots governance,and it can also help the grass-roots governments to achieve equalization of public service allocation and improve the efficiency of national fiscal funds.This study summarizes from the perspective of historical literature and practical observations that in order to further realize the utility of the project system in grassroots governance,the value concept and management method of the project system in grassroots governance should be highlighted.This paper proposes to include the application of the project system in grassroots governance into the normative scope,establish the concept of public value of government services,and introduce a supervision system to strengthen the supervision of the project's pre-defense mechanism,the operation process during the event,and establish an ex post feedback mechanism.To put forward some views for the project system in the grassroots governance practices and improve the application of the project system in grassroots governance.
