The realization of the goal of tax modernization can not be separated from the support of high-quality professional tax cadres,and the rationality of personnel management system directly affects the level of cadres' work.The comprehensive information management system for tax cadres implemented by the tax system(referred to as "digital personnel")promotes the scientific and standardized management of tax cadres by recording and utilizing such data and information as"morality,ability,diligence,achievement,honesty,evaluation and basis".This system integrates the theoretical basis of modern related management with the rapid development of information technology in the new era.It responds systematically to the training,evaluation and appointment of cadres in the tax system from three aspects of "dynamic management of capacity enhancement,tracking and application of performance evaluation,and stimulating potential by humanistic care".It not only conforms to the requirements of the central government for "strict management and good treatment" of cadres,but also creates new management assessment methods.Creative design embodies the spirit of humanism,cooperation and development,and realizes the transformation from personnel management to human resources management,from single management to multi-governance,from static management to dynamic management.In September 2015,Yangzhou Tax Bureau was designated as one of the first"digital personnel" pilot units in the national tax system by the General Administration of Taxation.After more than three years of practical work,having gained a lot of valuable practical experience and achieved good results.Based on the relevant theories in the field of public administration and taking the actual situation of Yangzhou Tax Bureau project,this paper comprehensively introduces the system of "digital personnel" from six aspects:professional basis,business ability,leadership competence,daily performance,recognized evaluation and result application,and tests the feasibility and validity of the system with the specific data generated from practice,and finds out the system in the pilot project.This paper makes a careful analysis of the imperfect system,insufficient data accumulation,unreasonable assessment scores and relatively single data application,finds out reasons for the problems from subjective and objective perspectives and suggestions are put forward for improving the level of modern human resources management,strengthening informatization construction and the ability to use big data,so as to continuously improve the system of system indicators,optimize and upgrade the system,so as to "number" The "word personnel" management system is widely promoted in the national tax system,providing a replicable and referable Yangzhou model.Although "Digital Personnel" is only a pilot project in the tax system at present,its advanced management ideas and evaluation methods have strong theoretical guidance and practical significance for exploring the reform and innovation of cadre management system in the public sector in China.
