"Human Resource is the first resource",the "human" of the government is the most important resource,is the biggest potential "live" resource.Because the government has a special status in the development of a country,it exercises the national political,economic,cultural function and the social function of public service,its human resources management attention all over the world.Therefore,to the government,especially the local government,how to reform and improve the human resource management becomes an important subject of extensive research of all countries in the world.Since 2006("The law of the People's Republic of China Civil Servant)the human resources management of Chinese government has changed from the traditional personnel administration to the modern manpower resource management,but compared with the western developed countries is still relatively backward,especially the local government.Personnel and the benefit relations of the local government is complexity,there are so many problems to be solved and perfected in human resources management.With the basic theory of human resources management,taking the local government-The committee of Dalian High-tech Industry Zone as an example,from the management theory,policy implementation,system design and technology,this article analyzes the existing problems in human resource management.There are so many problem in it,such as the backward management concept of human resources,the lack of a sound management mechanism of human resource,position classification is not clear and so on.Using the method of literature research,empirical research,and comparative analysis,adopting the new idea and the new model of the modern human resources management,combining with practical management of the committee of Dalian High-tech Industry Zone,introducing successful cases of enterprise human resource management,the author put forward a series of proposals.Those proposals are to set up the modern concept of human resource management;to optimize the allocation of human resources;to fire employment and introduce business process outsourcing;to establish and perfect the human resource evaluation mechanism;to establish and perfect the human resource training mechanism;to establish and smooth flow of human resources mechanism;to establish and develop the incentive mechanism of human resources;to establish and strengthen the human resources supervisory mechanism.The development of human resources management in the local government is accompanied by massive the local government reform.The development of human resources management in the local government is also Promote the reform of the local government.Although there are so much resistance and friction in the reform process,but the development and improvement of human resources management of local governments has become a national consensus,showing a good development trend.
