The Central Rural Conference emphasized that rural revitalization is the foundation of national rejuvenation.Stabilizing the fundamentals of agriculture and preserving the foundation of agriculture,rural areas and farmers is the "ballast stone" for contingency and new developments.Constructing a new development pattern,insisting on self-reliance in agricultural science and technology,improving the stable support mechanism for basic research in the field of agricultural science and technology,and deepening system reform are the foundation for realizing rural revitalization.In 2021,the "No.1 Central Document" clearly stated that it is necessary to adhere to the self-reliance of agricultural science and technology,improve the stable support mechanism for basic research in the field of agricultural science and technology,deepen system reform,promote the effective allocation of scientific and technological resources in the entire agricultural industry chain,and increase the output of agricultural science and technology;The Ninth National Congress of the Communist Party of China report also made it clear that at present,it is necessary to improve the overall production capacity and sustainable development capacity as the main task,make up for the shortcomings of agriculture and rural areas,and promote the reform of the agricultural supply side to increase agricultural output.The above documents all show that my country attaches great importance to agricultural technological innovation and the transformation of agricultural production methods.In recent years,my country's agriculture has been developed while also facing new challenges.Agricultural development relying solely on factor inputs is no longer sustainable.The problem of unbalanced and insufficient agricultural and rural development is more prominent.At the same time,the ability of agricultural science and technology innovation is low,and the foundation of agricultural development is unstable.,The main contradiction of agriculture has changed,and the allocation ratio of agricultural science and technology resources has been distorted,which affects the efficiency of agricultural science and technology production and causes serious total factor productivity(TFP)losses.Based on this,this research starts with the misallocation of agricultural science and technology resources,analyzes the impact of the misallocation of agricultural science and technology human and financial resources on agricultural total factor productivity,further analyzes the relationship between the misallocation of agricultural science and technology resources and agricultural total factor productivity,and explores the allocation The effective path of agricultural science and technology resources is to improve the efficiency of agricultural science and technology resource allocation.This research mainly includes the following four parts:The first part combs the status quo of research on resource mismatch,technological resource mismatch,agricultural total factor productivity,and resource mismatch and total factor productivity,expounding the connotation of endogenous economic growth theory,resource mismatch theory,and total factor productivity theory.The second part is the compilation of agricultural science and technology statistics based on the HK model used by agricultural research institutions in2006-2018,we selected reasonable indicators to perform regression analysis on the production function,and quantitatively analyzed the mismatch of agricultural science and technology human resources and financial resources from the perspective of regions and industries and their impact on total factor productivity.The third part is to study the relationship between agricultural technology resource mismatch and agricultural total factor productivity.This article uses threshold effect and spatial spillover effect to empirically analyze the nonlinear and spatial correlation between agricultural technology resource mismatch and total factor productivity.,To clarify the impact of different agricultural technology resource mismatch intervals on agricultural total factor productivity,and find ways to improve agricultural technology resource mismatch and increase agricultural total factor productivity.In the fourth part,in order to optimize the allocation of agricultural science and technology resources,this paper uses the theory of structural balance to explore the optimal allocation of agricultural science and technology resources in the agricultural science and technology innovation ecosystem,and proposes corresponding optimization suggestions.
