China's vast land,"mountains,rivers,forests,fields,lakes and grass" and other land resources are rich and very complex,as a special resource,it not only has the nature of resources and plays the role of resource carrier.Land examination and approval is an important part of land resource management.Reasonable and efficient land examination and approval process is conducive to the macro-control and sustainable use of land.However,land approval not only involves numerous departments with complicated procedures,but also requires the management department to conduct dynamic monitoring of land change.Therefore,the traditional paper application process and two-dimensional map management method are difficult to meet the diversified needs of land approval and dynamic supervision.In recent years,under the background of comprehensive promotion of land resource informatization,it is urgent to realize the integrated management of land resource data and build a convenient real three-dimensional approval system for land approval and management.This paper analyzes the business requirements of daily land resource approval management,puts forward the application of real-time 3D GIS key technology for land approval management,uses DTScope data twin lens architecture,selects the national "digital countryside" model Deqing County for experimental analysis,develops the real-time 3D land approval management prototype system,which realizes the whole business,the whole process of land All elements are managed in a unified and precise manner.The main research work and achievements of this paper are as follows:(1)Real 3D land approval and management demand analysis.First of all,the business process of land examination and approval management is sorted out,which mainly includes "approval,supply,use,supplement,check,register" and so on.Secondly,it analyzes the elements of land examination and approval management and their mutual relations.Finally,the necessity and importance of land examination and approval management research based on real 3D GIS are expounded from three aspects of data demand,functional demand and technical demand.(2)Research on the key technologies of real-scene 3D GIS land approval management.Firstly,the three-dimensional expression model and entity coding rules of real land resource elements are summarized,which provides a theoretical basis for the subsequent materialized conversion and integrated management of land element data.Secondly,the integration of multi-source 3D land resource model data and the materialization processing method of real3 D land resource data are studied to realize the integration,transformation and integrated management of 3D land resource model data.(3)Design and development and experimental analysis of real 3D land approval and management prototype system.Firstly,based on the overall structure of the main function analysis system,a prototype real-scene three-dimensional land examination and approval management system is developed based on DTScope.Taking Deqing County as an example to carry out experimental analysis,combined with typical business functions and application demonstration,to demonstrate the materialized transformation,integrated management and practical application effect in the real-scene three-dimensional land examination and approval management.
