Research On The Utilization Of Urban Construction Waste From The Perspective Of Fuzzy Governance Theory

The discussion of ambiguity in academia has a long history,and its predecessors have conducted research in law,management and politics.However,there are few studies in academic circles that combine the ambiguity theory with specific governance work.In this paper,from the perspective of grass-roots government,fuzzy governance can be analyzed from the perspectives of policy logic,organizational logic,and political logic(ie,the perspectives of law,management,and politics).Therefore,the author based on Sun Zhijian’s "fuzzy governance" theoretical framework,combined with the actual situation of Wuhan,and described the supervision process of relevant functional departments,the operator’s response methods,and the responses of relevant residents to Wuhan architecture.The analysis of garbage resource utilization shows the governance issues reflected in multi-party interactions,thereby revealing the political and social meaning behind the regulatory scene.Since the second half of 2018,Wuhan has comprehensively promoted the utilization of construction waste resources,requiring all districts to establish a full-path resourceization of "reduction of emissions,standardized removal,efficient use,safe disposal" and "no construction waste out of the zone" Disposal mode.Because there are only 7 stationary construction waste recycling materials plants in the city,all of which are located in the far-city area.Therefore,all major central urban areas of Wuhan have to set up temporary disposal sites for the recycling of construction waste to digest the waste generated in this area.The author found that the central urban area,represented by Area A,encountered more intense conflicts in setting up temporary sites to promote the construction of waste resources.Use the fuzzy governance theory to conduct a systematic analysis from three aspects: policy logic,organizational logic,and political logic.Under the fuzzy governance model,analyze the positive and negative effects of grassroots governments on the management of construction waste resources,and try to propose optimization suggestions.In order to weaken the negative effect and promote the institutionalization of construction waste resources.
