Research On The Multiple Cooperative Governance Of Urban Construction Waste Recycling

Construction waste management is not only a worldwide problem,but also an important problem to be solved urgently in China's modernization drive.Especially the speeding up of urbanization in our country in recent years,the construction waste with a sharp increase in relevant data show that by the end of 2018,at or above the county level in our country urban expansion in 3229,a year for construction and demolition,decoration of construction waste is about 1.55 billion-2.4 billion tons,to 2020 years or so,construction waste production amount breakthrough is expected to peak,could reach 3 billion tons.However,the utilization rate of urban construction waste resources in China is far lower than that in developed countries in Europe and the United States.The report of the 19 th national congress of the communist party of China points out that the prevention of solid waste pollution is an indispensable part of the construction of ecological civilization and environmental protection,as well as an important project for people's livelihood and people's heart.Multiple and collaborative governance of construction waste resources can not only effectively solve the problem of construction waste governance,improve the appearance of the city and protect the physical and mental health of the public,but also contribute to the sustainable development of the national economy.At present,although some progress has been made in the recycling of urban construction waste in China,there are still many problems.How to coordinate the interests of different actors and truly realize the co-governance of multiple subjects has become a hot topic of common concern of the government and society.Multiple collaborative governance can effectively coordinate the contradictions between different main body,is one of the important paths to solve collective problems,but the current academic circles on the theory and empirical research is very weak,this paper takes urban construction waste resource utilization status quo as the research object,with xi 'an as the introduction,based on the existing governance body,mechanism,operation structure three aspects of investigation and study,to explore the government,enterprises,the third party organizations,the media,the public governance body in the role of multiple cooperative governance construction waste resource utilization,and combined with the experience of developed country,It is pointed out that there are some problems in the currentmulti-cooperative governance of urban construction waste resources,such as single subject,unsound multi-cooperative mechanism,unreasonable operation structure,etc.By digging into the deep-seated reasons of these problems,it puts forward feasible and practical solutions for different levels,such as cultivating multi-subjects.Establish multilevel system to arrange administrative mechanism;We will improve the multi-functional structure for recycling construction waste.Multivariate and collaborative governance of urban construction waste resources is a systematic project,which involves all levels and aspects of the society and requires the joint participation and collaboration of the government,enterprises and social organizations.
