The Influence Of Official Incentive On Environmental Pollution Control Under Environmental Protection Assessment Policy

The year 2020 marks the end of the building of a moderately prosperous society in all respects and the 13 th five-year plan.Since the reform and opening up more than40 years ago,China’s economy has developed rapidly.In 1978,China’s GDP accounted for 364.5 billion yuan,ranking the ninth in the world.However,along with the rapid economic development,the increasingly serious environmental pollution problem can not be ignored.In China’s political system,local officials play an important role in the governance of the country,so the incentives of local officials are crucial for coordinating the relationship between economic development and environmental protection.Therefore,how to optimize the promotion incentive system of officials and environmental performance assessment is an important issue to realize the sustainable development of China’s economy.Based on China’s 272 cities in 2001-2017 data,theoretical analysis of the assessment of environmental policy,the official age,record of formal schooling incentives and the current situation of environment pollution and its influence mechanism between,and making use of the double difference method carries on the empirical analysis,found that the more strict environmental assessment,environmental governance,the better the results.In addition,it was found that,as time went by,the older and more educated the mayor or secretary of the municipal committee of the communist party of China(CPC)was,the less sulfur dioxide emissions and the more obvious the emission reduction effect.This also shows that the weight of environmental protection assessment needs to be increased in the current performance assessment system.The age of officials older than 57 years has no significant impact on environmental pollution control,and the age of the party secretary has no significant impact on environmental pollution control.The results of robustness test analysis are similar to the baseline regression results.Based on the theoretical and empirical analysis,this paper puts forward the following Suggestions: to improve the incentive system of officials,to refine the promotion conditions of officials;to optimize the fiscal decentralization system and promote the reform of the fiscal system;strengthen environmental protection,increase environmental protection assessment weight,improve environmental protection assessment mechanism;we will improve the national education system andpromote environmental education for officials.
