Analysis On The Regional Supply Of Air Pollution Control

Ecological environment governance is an important part of the reform of the ecological civilization system,and air pollution governance is an important aspect of ecological environment governance.Since 2010,China has issued a series of joint defense and joint control guidelines and blue sky defense operations for regional air pollution governance.According to other policy documents,financial investment related to air pollution prevention has also increased year by year,and air quality has improved to a certain extent,but there is still a certain gap compared with developed countries.Air pollution control,as a regional public product,involves government entities in multiple jurisdictions.It has obvious regional spillovers,subject diversity and liquidity characteristics,thus increasing the difficulty of cooperative governance and requiring coordinated governance between different governments.Air pollution control in China is mainly a government-led model,and financial support plays an important role in supporting the government’s air pollution control.Therefore,from the perspective of financial investment,this paper takes local governments in different jurisdictions as research objects,analyzes the problems in the supply of air pollution in the region and explores beneficial regional cooperative supply methods.This paper combines the practice of air pollution control with the theory of regional public products,and analyzes the supply main body and regional supply structure of the regional supply of air pollution control.The supply main body of air pollution control mainly involves the horizontal and vertical relationship of different government main bodies,and the regional supply structure is mainly manifested by the financial input level of the governments of different jurisdictions and the difference in regional financial resources.Through the analysis of the current situation,it is concluded that there will be regional supply differences,insufficient local government supply levels and insufficient cooperative supply willingness in regional supply.These problems will affect the motivation and stability of interregional cooperative supply.In order to analyze the regional supply problem more intuitively,this article then selects the Beijing-Tianjin-Hebei region as an example of air pollution control,and applies the analysis framework to the study of typical cases.Beijing and Tianjin are obtained from the relevant data of regional financial input,economic development,and regional financial resources.In the Hebei region,there are significant financial differences in regional supply,and imbalances in the regional supply structure.Further combining data and game theory models to analyze the causes of structural imbalances and how to promote cooperation,the analysis shows that differences in financial resources between regions and the punishment incentives of the central government will affect the regional cooperation supply of air pollution in Beijing-Tianjin-Hebei region.Finally,combined with the relevant experience summary of air pollution control in the United States,the following policy recommendations were obtained:(1)Multi-channel broadening of regional financial resources;(2)Strengthening of the central government ’s role in cooperation and guidance in the jurisdictional government game;Supply cooperation mechanism;(4)Encourage non-governmental entities to participate in supply.
