Study On The Influence Of The Coordinated Development Of Beijing,Tianjin And Hebei On Environmental Quality

The report of the 19 th National Congress of the Communist Party of China pointed out that it is a basic strategy for China’s development to firmly follow the path of civilized development of productive development,affluent life and good ecology.It will form a spatial pattern,industrial structure,production methods and life that conserve resources and protect the environment.The way,naturally,tranquility,harmony and beauty are the core tasks of starting a new journey of building a socialist modernized country.This indicates that China has established a basic policy to promote the coordinated development of regional economy,industrial structure,consumption pattern and resource environment,and is a theoretical innovation in the study of economic development model.As a major development strategy of China,the coordinated development of Beijing-Tianjin-Hebei has formed a general consensus in society.One of its core tasks is to promote the high-level integration of economic,social and ecological resources in Beijing,Tianjin and Hebei,and realize the ecological environment,regional economy and industry.The system is highly coordinated.The analysis of the environmental effects of economic synergy development(industry undertaking and transfer,production factor flow,etc.)is the theoretical and empirical basis for formulating coordinated development policies.The quality of ecological environment is an important criterion for evaluating regional synergy.Improving the ecological environment is the core content and important task of the coordinated development of Beijing-Tianjin-Hebei.The scientific evaluation of the synergistic environmental quality effect is an important basis for adjusting the direction of Beijing-Tianjin-Hebei coordinated development policy.Based on the synergistic economic effect and the principle of environmental effects,this paper integrates the environmental governance ability and pollution absorption capacity derived from synergistic economic effects into the traditional comprehensive evaluation system of environmental quality,and constructs a comprehensive evaluation model of relative numbers including environmental support force index and pressure index.Quantitative measurement of the overall quality of the Beijing-Tianjin-Hebei environment.From the perspective of the inter-regional flowdriving mechanism of production factors,based on the "one price law" of production factors and the inter-regional equilibrium paradigm of Solow’s residual value and the DEA-Malmquist productivity index model,quantitative evaluation of the inter-regional economic synergy of Beijing-Tianjin-Hebei region.Based on the panel data of Beijing-Tianjin-Hebei from 2004 to 2016,the panel data model and the generalized linear regression estimation method are used to empirically analyze the impact of economic synergy on environmental quality.Through the analysis of the environmental effects of the coordinated development of the Beijing-Tianjin-Hebei economy,the results show that with the improvement of the economic synergy of Beijing-Tianjin-Hebei,the convergence of environmental quality has been promoted.Establishing the panel simultaneous equation model to further identify the intrinsic influence mechanism of the environmental synergy of the Beijing-Tianjin-Hebei economic synergy,and found that due to the simultaneous factor endowment effect and the pollution haven hypothesis,the coordinated development of the Beijing-Tianjin-Hebei economy improves the environment through structural effects rather than technological effects.quality.In order to promote the coordinated development of the Beijing-Tianjin-Hebei region,relevant suggestions were put forward.
