| Since the comprehensive layout and vigorous promotion of industrialization and informatization,China’s economy has continued to grow and has become the second largest economy in the world.However,at present,we are soberly aware that China’s economic development has not broken away from the traditional mode of resource consumption,and the role of scientific and technological innovation in economic development has not been highlighted.Technological innovation and industrial structure are the core of sustainable development.Therefore,it is the core idea and strategic framework to ride out the transition from high-speed economic growth to high-quality development.As one of the most important growth poles of China’s economy,Beijing-Tianjin-Hebei can not develop without "solving environmental problems".Therefore,it is necessary to study the relationship among technology,industry and environment in this region.On the basis of relevant researches at home and abroad,this paper starts from the perspective of system theory,constructs a three-dimensional model of technological innovation-industrial structure-ecological environment by using physical coupling concepts,aims to discuss the relationship between the three and how they promote each other to develop to the advanced coordination stage.Based on the data from 2009 to 2016,using relevant mathematical models to calculate and analyze the level and coupling relationship of technological innovation,industrial structure and ecological environment in the Beijing-Tianjin-Hebei region.Also,the GM(1,1)model is used to predict and analyze the development trend of the coupling relationship between technology,industry and environment.Through empirical analysis,the results show that:The first,The amount of R&D funding from the government,the advancement of industrial structure and per capita industrial waste water discharge made the greatest contribution to the technology innovation subsystem,the industrial structure subsystem,and the ecological environment subsystem respectively.The second,the comprehensive level of the TIE system of Beijing-Tianjin-Hebei were in a clear level relation,that the level of Beijing was higher than that of Tianjin,and the level of Tianjin was higher than that of Hebei.Moreover,the gap between Tianjin and Hebei was very large,with the average score difference between Tianjin and Beijing being 0.2950 and that between Hebei and Beijing was 0.4529,while the average score of Beijing was 0.7058.The third,the degree of coupling and coordination of TIE system in Beijing had reached excellent levels,while Tianjin andHebei were both in the transformation development stage of technology innovation and industrial structure lagging behind ecological environment.Indicated that in Tianjin and Hebei,the supporting effect of technology innovation on industrial transformation and upgrading,ecological environment improvement was not obvious.The last,the metabolic GM(1,1)model is used to predict that the transitional development period of Tianjin will last for 4 years,enter the coordinated development stage in 2021,and the coupling coordination degree will reach 0.9 in 2024.And Hebei province will still be in transition by2023. |
