Dilemma And Optimization Path Of Domestic Waste Classification Treatment For Urban Residents In A City

In recent years,domestic waste classification has been gradually carried out in the first tier cities in China.The behavior of domestic waste classification is not only the embodiment of the quality of urban citizens,but also a banner to show the image of the city.It is also an important measure in the process of building a socialist modern power in an all-round way.In December 2016,the general waste classification system was first put forward by General Secretary Xi Jinping at the central financial and economic leading group meeting.After that,garbage sorting work in China gradually began to develop in the first tier cities and developed to a good trend.Now,the city level and above cities have begun to explore the classification and treatment of domestic waste comprehensively,and the classification of domestic waste has become a nationalized atmosphere.City a is an old revolutionary base area.Since 2017,it has adopted a series of effective governance methods: clarifying waste classification standards,improving waste classification facilities,introducing social capital to implement PPP projects such as domestic waste incineration power generation,etc.,basically forming a domestic waste classification governance system.However,domestic waste classification needs collaborative governance,which is inseparable from the extensive participation of the public.The municipal solid waste classification and treatment in a city is in the primary stage,so there are still some problems.This paper mainly takes the urban area of a city as the research object to explore the problems of domestic waste classification and treatment of urban residents in a city.Based on the theory of collaborative governance and hypothesis of human nature,this paper combs the domestic and foreign scholars’ research on the classification of domestic and foreign garbage.Through the research of official website of Municipal People’s Government of city a,the people’s daily of city a and relevant academic documents,the process of classification and treatment of domestic waste in city a is understood.For example,the coverage rate of domestic waste classification facilities in city a,the administrative situation of the Department in charge of the classification of domestic waste in city a,the promotion of the classification of domestic waste in city a,etc.,and consulting and discussing with the office manager of the City Administration Law Enforcement Bureau of city a,conducting online and offline questionnaire survey,elaborating the status quo of domestic waste classification in city a and summarizing the problems of classification of domestic waste in city A,The main problems include the poor capacity of effective recovery and transportation of domestic waste,the difficulty of promoting the pilot of domestic waste classification,and the decline of the implementation of advocacy policies.The reasons for these problems are the lack of supporting policies for domestic waste classification,the reduction of treatment efficiency by mixed loading and recycling of domestic garbage,and the lack of incentive mechanism for the classification of civil domestic waste.At the same time,the paper draws lessons from Beijing and Shanghai classification and treatment methods,and puts forward reasonable and objective countermeasures and suggestions to promote the classification and treatment of municipal solid waste in city a: strengthening the guidance of the government,improving the classification policy of domestic garbage,optimizing the classification method,improving the classification efficiency of domestic garbage,introducing social capital,promoting PPP project of household refuse classification and improving residents’ participation,The atmosphere of domestic garbage classification is formed.
