Study On The Management Of Rural Household Garbage In Zhangjiakou City Kangbao Country

With the gradual improvement of the living standards of rural residents,the demand and use of daily consumer goods by villagers are increasing,resulting in an increase in the output of household garbage.The problems of rural ecological environment are becoming increasingly prominent,seriously affecting the quality of life of villagers and rural sanitation.Since 2015,the Chinese government has successively put forward a series of policy documents to guide the treatment of rural household garbage,and has paid more and more attention to garbage treatment.Improving the rural environment is not only a basic prerequisite for the ecological revitalisation of rural areas,but also the implementation of a rural garbage management strategy.Taking the villages in Kangbao County of Zhangjiakou City as the research object,this paper aims to explore how to achieve effective coordination among multiple governance subjects in rural household garbage governance,so as to provide a framework for the development of rural garbage management in China.The effectiveness of rural household garbage treatment in Zhangjiakou is not ideal.In the selection of advanced counties for village cleaning action in 2020,only one of the 16 districts and counties was on the list.As the only county on the list,Kangbao County has a large number of village residents and a large amount of household garbage in the village.Although the level of economic development is insufficient,the treatment of rural household garbage has achieved remarkable results,so it is typical.Therefore,we choose the rural areas in Kangbao County as the research object,with the help of collaborative governance theory,and comprehensively use three methods: literature research method,questionnaire method and in-depth interview method to explore how to effectively improve the treatment efficiency of rural household garbage in Kangbao County.Combined with the current situation of rural domestic waste treatment,it is found that Kangbao County has four problems in waste treatment: the implementation of grass-roots government policies is not in place,the service level of environmental sanitation enterprises is low,the villagers’ response to waste treatment is not high,and the coordination contradiction between different subjects.Based on summarizing the problems and guided by collaborative governance theory,this paper analyzes in depth the causes of current rural household garbage governance problems in Kangbao County,including weak subject consciousness,inconsistent objectives,single waste treatment means and insufficient interaction and coordination of relevant mechanism design.Finally,from the four aspects of strengthening the subject consciousness,unifying the development objectives,enriching the treatment means and optimizing the system design,further improve the rural household garbage treatment path of Kangbao County,improve the rural household garbage treatment level of Kangbao County.
