| With the rapid development of urbanization,the classification of urban solid waste has become a difficult and important issue in urban governance,affecting the daily life of every person living in the city.The traditional government-controlled classification treatment mode of household garbage will increase the burden of the government and lead to low management efficiency.It is the only way to solve the dilemma of municipal solid waste classification management by constructing the cooperative governance system with the participation of multiple subjects of government,public,market and social organization.In recent years,the economy and society of Changchun have shown a steady growth trend,while the output of household garbage has also been increasing year by year.The problem of urban household garbage classification management cannot be underestimated.Changchun began to pilot household garbage classification and treatment in 2017.After more than five years of exploration,preliminary results have been achieved and a household garbage classification and treatment mode with Changchun characteristics has been formed,which has improved the resource recycling and utilization rate and the harmless treatment rate.However,there are still many problems and deficiencies in the implementation of household garbage classification treatment.The main research content of this paper is Changchun municipal household garbage classification governance issues,from the perspective of collaborative governance,based on the SFIC collaborative governance model as a theoretical basis,using the theory emphasized by the cooperation between subjects,advocate department integration,seek social common interests of governance logic,analysis of the government in the context of advocating social collaborative governance should take key measures.It includes four dimensions: initial condition,catalytic leadership,institutional design and collaborative process.Based on the theory of governance logic and the interaction between the links of collaborative governance and governance subjects,the paper builds an analysis framework.And on this basis,the investigation and analysis of Changchun municipal household garbage classification management status.On the one hand,from the perspective of competent government departments,in-depth field interviews were conducted with relevant staff of Changchun Urban Administration Bureau to understand the current situation,effectiveness and difficulties of household garbage classification and treatment in Changchun.On the other hand,from the perspective of residents,questionnaires are distributed to residents who have the most intuitive feelings in the classification and treatment of household garbage,and descriptive analysis,reliability test and validity test are conducted on the questionnaire data.Through theoretical analysis and survey results,it is known that the municipal government of Changchun still has difficulties in the classification and management of household garbage,such as insufficient motivation for multiple subjects to participate,difficulties in collaborative governance,lack of top-level design and poor governance process.The cause of governance dilemma is that government departments have not built a good collaborative governance model in which multiple governance subjects participate together.Therefore,this paper uses the view of SFIC collaborative governance model to provide several solutions to the dilemma of Changchun municipal household garbage classification collaborative governance.First,through optimizing the external environmental factors to mobilize multiple governance subjects to participate in governance,to achieve the social co-governance scene;Second,enhance the effectiveness of government collaborative governance by strengthening government leadership;Third,through the improvement of relevant system design,to achieve the local legal fine collaborative management;Fourth,through strengthening supervision and management in the process of collaborative governance,promote the unification of collaborative governance of household garbage classification. |
