With the acceleration of urban urbanization,cities have entered the stage of stock improvement and quality development,and the amount of urban demolition has increased,resulting in the generation of construction waste.the emission is very large,which leads to the generation of construction waste,the emission is very large,and the environment is under great pressure.Compared with developed countries,China ’s construction waste management started late.At present,there are many problems such as the accumulation of construction waste,the low level of recycling,the lack of relevant laws and regulations and normative policies.the increasing construction waste has seriously endangered the sustainable development of the city.Based on the background of non-waste city construction,this paper explores how to make scientific use of construction waste by means of planning.to promote the high-quality development of cities and improve the quality of urban environment,the resource utilization of construction waste is imminent.The purpose of this paper is to bring the management of construction waste into the urban planning.From the aspect of urban planning,this paper discusses how to refine the whole process of construction waste treatment from the source to the end,in order to promote the construction of "No-waste city" and promote the sustainable development of the city,the management of construction waste should be carried out in space planning and space management.Firstly,the current situation of construction waste utilization at different levels is analyzed.the status quo of resource utilization of construction waste was analyzed from the three levels of the state,Beijing and Chaoyang District,and the status quo of cleaning,transportation,consumption,resource treatment and management of construction waste was expounded.the common problems in the three levels were analyzed.Secondly,the planning framework and resource planning strategies of construction waste resource utilization are proposed.the specific planning strategies of construction waste pre-assessment,efficient collection and transportation,low carbon treatment and precise control are proposed.From the whole process of construction waste reduction,improve the comprehensive utilization level of construction waste,so as to minimize the final landfill,improve the quality of urban and rural living environment,promote the construction of ’ non-waste city ’ and realize the healthy and sustainable development of the city.Finally,the resource utilization planning strategy of construction waste in Chaoyang District of Beijing was discussed.Specific planning strategies for resource utilization of construction waste in Chaoyang District are proposed from the aspects of pre-assessment and planning of construction waste,planning of collection and transportation system,planning of treatment system,and planning and implementation of security measures.The planning strategy of construction waste resource utilization is of great value.the utilization of construction waste resources is included in the overall planning of urban planning,improving the top-level design and strengthening planning guidance.From the whole process of pre-assessment and planning of construction waste,mid-end collection and transportation,and end treatment and utilization,how to improve the level of resource utilization of construction waste is discussed,which is more effective than the original method that only focuses on end treatment of construction waste.this study can improve the resource utilization process of construction waste and provide new ideas and experiences for resource utilization planning of construction waste in other cities.
