| Since the reform and opening up,after more than 40 years of development,my country has made significant progress in economic development.The"14th Five-Year Plan"put forward the six goals clearly stated that economic development must achieve new results,ecological civilization construction,and people’s livelihood and welfare must reach a new level.The development and expansion of urban agglomerations and metropolitan areas,the promotion of the integrated development of urban agglomerations,and the comprehensive formation of the"two horizontal and three vertical"urbanization strategic plans have pointed out the direction for the development goals of the"14th Five-Year Plan".The development strategy of regional urban agglomerations relies on the industrial cooperation between urban agglomerations and complementary advantages.On the one hand,it promotes the upgrading of the industrial structure and also expands the consumer market,which stimulates domestic demand;on the other hand,the agglomeration of urban agglomerations also causes overheated economic development and population growth.The increasing impact on the natural environment has become more and more serious.The 19 urban agglomerations currently planned in my country are an important starting point for the promotion of urbanization in the future.It is extremely important to explore a development path that meets the needs of national conditions while taking into account the economic development of urban agglomerations and the environmental protection of the city.Therefore,studying the impact of the economic coordination committee system that has been operating in the Yangtze River Delta urban agglomeration for more than 20 years on the air pollution control performance of the urban agglomeration can verify the actual effect of the coordination organization in dealing with the joint prevention and control of air pollution;on the other hand;As one of the most mature groups in my country,the Yangtze River Delta urban agglomeration can also provide experience and guidance for dealing with air pollution problems in the development of other urban agglomerations in my country.In this context,this article takes the Yangtze River Delta urban agglomeration as the research object,based on the 2016-2020 monthly air quality index AQI and related component indicators,urban economic development,meteorological indicators and other data,using double difference methods,using panel data to fix in both directions Effect model to explore the impact of economic coordination committees and industrial structure upgrades on the atmospheric governance performance of regional urban agglomerations.The empirical results show that:(1)Joining the Economic Coordination Committee has a negative but insignificant impact on the improvement of the comprehensive indicators of air quality in cities AQI,SO2,and CO.As the joining period is longer,the negative impact will gradually become larger.(2)Joining economic coordination will have a negative and significant impact on PM2.5,PM10,and NO2 in urban air pollutants.However,the improvement effects of different indicators are not the same.The improvement effect of NO2 is the fastest,but the improvement effect will gradually decrease with the longer the addition time;the improvement effect of PM2.5 and PM10 has a hysteresis,and with the addition of The longer the duration,the better and better the improvement effect.(3)Joining economic coordination will have a positive and significant impact on the O3 added to urban air pollutants.Joining the economic coordination committee will increase the pollution of this indicator,and the longer the addition,the trend will be further aggravated.(4)The adjustment of industrial structure has a negative and significant effect on the NO2in the atmosphere of urban agglomerations,indicating that the adjustment of industrial structure can help reduce nitrogen dioxide pollution in air pollution.(5)Through comparative analysis,in the case of similar geographical locations,the Economic Coordination Committee has a significant improvement effect on the inclusion of the AQI and the pollutant SO2 in urban agglomerations.Finally,based on the empirical research results,policy recommendations for air pollution control in urban agglomerations are proposed. |
