Industry is the backbone of my country’s national economy,but the growth of industrial economy is accompanied by the discharge of a large number of ind ustrial pollutants,which conversely restricts the healthy and sustainab le developm ent of industry.In order to seek a balance between ecological and environmental benefits and economic growth,the report of the 18 th National Congress of the Communist Party of C hina in 2012 clearly put forward the concept of "green de velopment".Subsequently,the Ministry of Industry and Information Technology is sued the "Industrial Green Development Plan(2016-2020)" issued in 2016.To ac hieve a significant improvement in the level of industrial green development in 2017,the report of the 19 th National Congress of the Communist Party of C hina in 2017 even put forward the concept that “green water and green mountains are golden mountains and silver mountains”,requiring China to take a new road to industrialization and realize industrial green transformation and upgrading.Amon g them,the Yellow River Basin is an important contribution area to my country’s national economic development in the new era,and it is also an important ind ustrial area in my country.The realization of the green industr ial development of the Yellow River Basin is of far-reaching significance to boosting the high-quali ty development of the national economy.However,the current Yellow River Basi n has fragile ecological barriers,shortage of water resources,strong dependence of regional economic development on resource elements,a large share of pollutio n-intensive industries,and heavy industrialization.There is a long way to go to achieve green industrial development.For this reason,General Secretary Xi Jinpi ng has visited relevant provinces and cities in the Yellow River Basin for many times,and held a symposium on ecological protection and high-quality developm ent in the Yellow River Basin in October 2019,officially upgrading the "Yellow River Basin Ecological Protection and High-Q uality Development" to a national level.As the main area of industrial production activities,cities are an important breakthrough to promote the green development of industries in the Yellow Riv er Basin.Industrial eco-efficiency is the core driving force of industrial green de velopment.Therefore,it is necessary to study the impact of urban industrial ecoefficiency on the improvement of environmental constraints.The total factor prod uctivity of urban industry in the Yellow River Basin is of great significance.So,what is the current status of industrial development in cities along the Yellow River Basin at this stage? How to scientifically measure industrial ecological effi ciency? What are the laws and driving forces of the dynamic evolution of indust rial eco-efficiency? What are the factors affected? This article will focus on the above issues.Based on green development theory,circular economics theory,sustainable development theory and related theories of industrial ecology,this paper first analyzes the influencing factors and mechanisms of industrial ecological efficiency and puts forward research hypotheses,using urban industrial economic data,from the development of industrial economy The status quo of urban industrial development in the Yellow River Basin is analyzed in three aspects: level,industrial energy consumption level,and industrial pollution discharge level.Secondly,construct an input-output indicator system for measuring industrial eco-efficiency,and use the SBM-DEA model and Global Malmquist-Luenberger index method to measure the industrial eco-efficiency of 69 cities along the Yellow River Basin and the change index of its decomposition items,and analyze the overall Yellow River Basin The dynamic evolution characteristics of industrial eco-efficiency and its decomposition items at the level and time series at the regional and city levels have clarified the driving factors of industrial eco-efficiency.Third,construct a dynamic panel model based on the systematic GMM method,and select 8 indicators such as economic development level,opening-up level,technological innovation,environmental regulation,industrial structure,industry scale,factor endowment structure,and city scale as the explanatory variables of the model.Industrial eco-efficiency and technological progress of decomposition items are used as explained variables to conduct empirical research on the factors affecting industrial eco-efficiency in the Yellow River Basin as a whole and in the three major regions.Finally,draw the research conclusions of this article,and based on the conclusions,put forward policy recommendations to improve the level of urban industrial eco-efficiency in the Yellow River Basin,and then promote the green development of industries,and provide references for achieving high-quality industrial development in the Yellow River Basin.This article draws the following main conclusions:(1)The cities along the Yellow River Basin have experienced steady growth in industria l economy during 2007-2018.However,due to the pressure of industrial transformation,the annual growth rate of various indicators has a downward trend;the proportion of clean energy has increased in recent years.Increase;the discharge of various industrial pollutants has a trend of decreasing year by year during the study period.O n the whole,the contradiction between urban industrial development and environmental protection in the Yellow River Basin is still prominent.(2)The overall industrial eco-efficiency of cities along the Yellow River Basin is showing an upward trend,but there are obvious differences between regions.The upper and lower reaches of the Yellow River are higher than those in the middle reaches of the Yellow River.Further decomposition finds that technological progress is the main source of power to promote the development of industrial eco-efficiency in the entire Yellow River Basin and cities in various regions,and technical efficiency restricts the development of industrial e co-efficiency to a certain extent.(3)According to the analysis of the dynamic evolution characteristics of the city’s industrial eco-efficiency,more than 70% of the cities in the upstream area have achieved industrial eco-efficiency growth relying on technological progress.The top three growth areas in the middle reaches are Yangquan,Tongchuan and Xi’an,and the downstream areas 80% of the cities have realized the improvement of industrial ecological efficiency,which is higher than the average level o f the number of improved cities in the upper and middle reaches.Some cities have experienced regression,but mainly from the inland cities of Shandong Province.(4)Among the 40 cities that have realized the improvement of industrial ecological efficiency,most cities have realized the two-wheel drive of technological progress and technological efficiency.Compared with technological efficiency,the growth effect brought by technological progress is more prominent.Among the cities in the top 10% of indust rial eco-efficiency,the growth of industrial eco-efficiency driven by a single factor is slightly weak.O nly Zhangye C ity has achieved dual-factor-driven growth.(5)The first-order lag of industrial eco-efficiency and technological progress has a significant positive impact on the results of the current period,indicating that the industrial eco-efficiency has a time-dependent path;the current level of economic development in the Yellow River Basin inhibits the overall and three major regions The city’s industrial eco-efficiency has increased;the level of external development has a positive effect on the entire Yellow River basin and the middle and lower reaches of the river,and has an insignificant negative impact on the upper reaches;scientific and technological innovation has not achieved the expected effect,which has a negative effect on the Yellow River basin.The overall and the middle and lower reaches have a certain restraining effect,but the promotion effect on the upper reaches is not signif icant;the current level of environmental control has a positive impact on the whole and the upper and lower reaches,and has a negative impact on the middle reaches;the industrial structure has a positive effect on the overall and Both the upstream and downstream regions have obvious hindrances,but can significantly promote the improvement of the middle reaches;the scale of the industry has a certain restrictive effect on the whole and the middle reaches,but has a significant promotion effect on the upstream regions;the factor endowment structure shows that the overall The same promotion effect as the three major regions;the size of the city has a promoting effect on the entire Yellow River basin and the middle and lower reaches,but it has a certain hindering effect on the upper reaches.Based on the research conclusions,combined with the current socio-economic conditions and the characteristics of resource elements in the Yellow River Basin,this paper proposes the following policy recommendations to promote the improvement of urban industrial ecological efficiency in the Yellow River Basin to achieve green industrial development:(1)Continue to improve the level of economic development in the Yellow River Basin.(2)Reasonably introduce foreign capital,and pay attention to the quality of foreign capital.(3)While phasing out backward production capacity,actively cultivate the development of the tertiary industry and promote the upgrading of the industrial structure.(4)Improve the level of technological innovation.(5)Improve the environmental control system.(6)Optimize the configuration structure of the elements.(7)Explore the appropriate scale of cities and industrial sectors,and promote the green transformation of the basin industry and the comprehensive development of cities.
