From the perspective of the whole life cycle of the construction projects,the construction stage is an important link in the generation of construction waste,a mass of construction waste of buildings caused many environmental and social issues such as water contamination,air pollution,energy consumption,garbage siege,life and health.Therefore,waste management in the construction stage can effectively alleviate the environmental and social burden.At present,there are mature evaluation models and methods for the research of waste management effectiveness of new construction sites.However,the influence of stakeholders’ behaviors on waste management effectiveness of new construction sites was not considered.In view of this,this article adopts the method of agent based modeling to build new on-site construction waste management efficiency model,studies the construction stage main effectiveness related behavior influence on waste management effectiveness,at the same time,by using the main modeling "bottom-up" method has the advantages of the strong flexibility,easy to implement,analyze the decision-making process of stakeholders’ waste management behavior and explore the optimization scheme of stakeholders’ waste management effectiveness under different policy backgrounds.Through literature analysis,this paper obtained the theoretical basis of the influence of the behavior of the stakeholders on the waste management effectiveness of the new on-site construction.Further,Anylogic model of waste management benefit of new on-site construction is established based on the planned behavior theory,complex adaptive system theory and subject modeling method.On this basis,the 103 new residential projects in Chengdu in 2020 as an example,the analysis of six policy experiment(benchmark policy,no interaction policy,waste reduction and sorting policy,fees and subsidies policy,propaganda education policy,and combination policy),the simulation results,and then explore the economic,environmental and social effectiveness of waste management optimization,and new on-site construction waste management for the government to provide scientific basis.The main conclusions of the study include:In the six policy experiments,in terms of economic,environmental and social effectiveness,the combination policy is the optimal policy.Under the combination policy control,the actual waste production was 477,000 tons,which decreased by 14.2% compared with the benchmark policy.The total income of waste management was 93.967 million yuan,35.9% more than the benchmark policy;Compared with the benchmark policy,water loss,land loss,greenhouse gas emission and energy consumption are respectively 38.6%,30.9%,8% and 9% lower,and resource saving is 31.7% higher than the benchmark policy.The social benefit value increased to 22.45,about 2.6 times of the benchmark policy.Therefore,the optimal policy is the optimal scheme for waste management in the on-site construction of new construction.Based on the research results,the government can estimate the implementation effect of the scheme before implementing the waste management policy on the construction on-site of new construction,so as to reduce the decision cost and time.Meanwhile the government can enhance the publicity and education of green building concept,improve the waste reduction and economic incentive measures,adjust the policies of resource recovery subsidies and emission charges to improve the source waste reduction rate,recycling and recycling rate,and reduce the illegal dumping rate and landfill rate when managing waste from new on-site construction.The stakeholders in the on-site construction can improve the waste management level by adjusting their own willingness,attitude and behavior in the process of waste management in the new on-site construction,so as to obtain better economic,environmental and social effectiveness.The government and stakeholders cooperate in management to promote the sustainable economic,environmental and social development of waste management.
