Research On The Status And Influencing Factors Of Medical Information Sharing In The Medical Alliance

[Purpose] The working mechanism of the Medical Alliance requires collaboration between its member units,which determines that the efficient operation of the Medical Alliance must be supported by a comprehensive information sharing system.At the same time,medical information sharing is also an important way to maximize the value of medical information resources.For the current status of information sharing in the Medical Alliance,this study takes Beijing as an example.It compares and analyzes the current status of information sharing in different business areas within the Medical Alliance with the information sharing needs,and presents existing problems;Then,according to the identified key influencing factors of medical information sharing and its model,combined with the existing problems,it proposes strategic suggestions for promoting information sharing in the Medical Alliance.[Methods] Guided by the information engineering methodology and based on the analysis of the collaborative relationship of the Medical Alliance,the information sharing needs of medical consortium are clarified.Through in-depth interviews,expert consultation,field research and other methods to investigate the current situation of business collaboration and information sharing of the Medical Alliance in Beijing;Through literature research and expert consultation to summarize the relevant factors affecting medical information resource sharing;Apply the Decision Making Trial and Evaluation Laboratory(DEMATEL)method and the Interpretative Structural Modelling(ISM)method to determine the key influencing factors and its model.Finally,based on a comparative analysis of the status and needs of information sharing among the Medical Alliance and the model of key influencing factors,the countermeasures and suggestions for improving the level of information sharing are proposed.[Results] Based on the specific content of various medical collaborative services and inter-agency cooperation relationships,the information sharing needs of the MedicalAlliance are sorted out from three areas of two-way referral,telemedicine,and health management respectively,and the main information contents involved in medical information sharing,as well as the sources and directions of medical information were further clarified.Based on the logical structure of information resources,the current situation of information sharing is analyzed,and the current problems in medical information sharing are raised through a comparative study of demand and current situation.Taking the key influencing factors of medical information resource sharing in the Medical Alliance as the research problem,a total of 30 influencing factors of medical information sharing in 8 dimensions were obtained by combing the literature,and 11 key factors were obtained using the DEMATEL complex system model.The DEMATEL-ISM method is used to sort out the key influencing factors and distinguish them at different levels.The above-mentioned key influencing factors are divided into four levels,from top to bottom are Information system compatibility,Sharing platform construction,Implementation of supervision and evaluation mechanism,Business process compatibility;Establishment of sharing mechanism;Special financial support,Close organization cooperation and Support from senior leaders;System guarantee,Information sharing regulations and policies,Unified leadership system.[Conclusions] Based on the realization of medical information sharing in the Medical Alliance,it is found that the following problems exist at present: the level of information sharing in different regions varies greatly;the higher-level hospitals lack information tracking of transferred patients;the lack of information integration of various medical collaborative services;and the lack of complete information feedback mechanism and information sharing mechanism.Aiming at the current problems of internal information sharing of the Medical Alliance,based on the key influencing factor model,the following strategies for promoting information sharing of the Medical Alliance are proposed:strengthen the top-level design and overall planning;improve the full-cycle data sharing standard system;strengthen the special financial support related to information sharingconstruction;establish a regional health information resource sharing platform;improve the information sharing mechanism to support the hierarchical diagnosis and treatment system.
