Analysis On The Practice And Improvement Countermeasures Of Health Poverty Alleviation In Qianjiang City

Since the 18th national congress of the communist party of China（CPC）,the CPC central committee with Comrade Xi Jinping at the core has incorporated poverty alleviation efforts into the "five-in-one" overall plan and the "four comprehensives" strategy,as a key task to achieve the first hundred years of struggle,made a series of major arrangements and deployments,and comprehensively launched the battle against poverty.The19 th national congress of the communist party of China also made it clear that precision poverty alleviation is one of the three decisive battles that must be fought to complete the building of a moderately prosperous society in all respects,and made new arrangements.In the outline of China’s rural poverty alleviation and development（2011-2020）,it is clearly stated that China will complete the building of a moderately prosperous society in all respects by 2020,eliminate poverty,and comprehensively improve the level of public health and the quality of medical services in poor areas.From poverty crucial tasks,the next three years,about 30 million rural poverty population need out of poverty,the rate of poverty due to illness and disability remains high.According to the author,Qianjiang because of sickness poor proportion is as high as 53.78%,due to the residual poverty accounted for 16.58%,respectively accounts for reason of poverty than the previous two,two combined accounted for 70.36%.In the remaining three years to complete the poverty reduction goal,task is very difficult.As an important aspect of precise poverty alleviation,health poverty alleviation is also the most important link in the decisive battle against poverty.The guideline of the CPC central committee and the state council on winning the three-year battle against poverty points out that we need to carry out health and poverty alleviation projects and include all the poor in the basic medical insurance,major diseases insurance and medical assistance for urban and rural residents.It can be said that the effective and precise implementation of health poverty alleviation is the main way to fundamentally solve the problem of poverty caused by illness and poverty caused by illness.The case of the purpose of this paper is to around the Qianjiang funding health povertyalleviation in rural areas to carry out the health poverty alleviation of path analysis,through to the rural poor families because of sickness poor,due to illness Chinese in-depth research and exploration,put forward the health problems existing in the process of the poverty alleviation project implementation,this paper analyzes the reason of the problem,from the policy,the collective,family and personal level put forward the improvement of the targeted measures,explore an efficient way of solving practical problems,is advantageous to the local government in promoting health poverty alleviation project,give full play to the poverty-stricken areas of rural population’s health poverty reduction strategy,promote poverty reduction effect.Qianjiang city health poverty alleviation project as the main research object of this article,the author through interviews,questionnaire survey and conducting research to study the form of Qianjiang region because of sickness poor,Chinese due to illness and health poverty alleviation situation,discusses the status quo,on the data collected by statistical analysis,by studying the local rules and regulations and relevant literature research.The study found that there were four problems in poverty alleviation: policy guarantee,medical resources,family support and poverty alleviation.In particular,the elderly in poor areas have limited policy security after losing the labor force,and the lack of medical resources is more serious,and the individual is weak in poverty alleviation,thus affecting the progress of family poverty alleviation and unable to achieve poverty alleviation.Presented by improve the depth of the rural areas,especially the rural poor health security policy for poverty alleviation and development of medical resources in poor area "Poverty prevention before",strengthen family-centered support for health and poverty alleviation and ensure the "post-poverty guarantee" to set up the diversification of poverty alleviation in poor area,so as to build up effective health poverty in poor region,the long-term mechanism.The core content of this paper includes four parts: the first part is the basic situation and current situation analysis of Qianjiang city’s current implementation of health poverty alleviation.The main data comes from the author’s research and analysis of local policies and regulations.The second part is the analysis and discussion of the current situation and the basic situation,and put forward the realistic problems of health poverty alleviation inQianjiang in health poverty alleviation.This part analyzes the causes of the problems from theaspects of the prevention before poverty,the guarantee after poverty and the poor linkage mechanism.The third part,by analyzing the existing problems and causes,analyzes the scientific experience and practices in the field of health poverty alleviation in other regions at home and abroad,proposes the domestic "six-in-one" model,"ten-in-one" service system and the American medical assistance model,and discusses its reference significance.In the fourth part,through the analysis and discussion of the health poverty alleviation problem,the effective ways to solve the health poverty alleviation problem in Qianjiang were obtained,and the comprehensive health poverty alleviation was carried out from the aspects of prevention before poverty,protection after poverty,and giving full play to the joint efforts of various measures of the department,so as to realize the maximization of the population benefiting from the health poverty alleviation.
