At present,the scale of revenue and expenditure of public hospitals is constantly expanding,and the resource allocation activities are becoming more and more complex.As the core Department of hospital economy and operation management,the scientificity of post setting and the effectiveness of personnel allocation of the financial department are the cornerstone of the smooth development of the economic operation of public hospitals,and also the practical needs of reform and development.In the current situation introduction part,this paper introduces the overall situation and business situation of the financial department of public hospital in detail,taking the post setting of the financial department of the selected hospital Z as the main research object,and deeply analyzes the main problems existing in the current post setting management process.Taking the actual situation of financial department post setting in Z hospital as the breakthrough point,this paper clarifies the important position of financial department post setting in the whole financial department work by combing the functions of financial department under the background of new medical reform.At the same time,through the empirical analysis of the problems existing in the post setting and staffing work.In the part of problem and reason analysis,through questionnaire survey and indepth interview,this paper puts forward the problems existing in the post setting and staffing of the financial department of Z hospital,mainly including that the post setting management mode is not suitable for the development trend,the post setting is not suitable for the business content,the staffing mechanism is not perfect and the structural talent shortage.The reasons behind the problems mainly include the lack of post setting and personnel allocation system,the lack of performance appraisal and comprehensive incentive system,and the lack of talent introduction and staff training system.In the part of optimization measures,on the basis of the previous analysis,this paper proposes that we should establish a scientific post setting and personnel allocation system,and establish a dynamic external talent introduction and internal training system.At the same time,this paper proposes to establish a perfect performance appraisal system and a comprehensive incentive system to ensure the effective implementation of post setting and personnel allocation optimization measures.The analysis shows that the financial department of public hospital should strengthen the construction of talent echelon,and formulate scientific and reasonable post setting and personnel allocation system.In order to improve the overall work efficiency,the hospital financial department should also establish a dynamic external intelligence introduction and internal training system.At the same time,we should establish a perfect performance appraisal and comprehensive incentive system to improve the enthusiasm of employees.The research results of this paper will effectively improve the post setting of the financial department of the hospital,better adapt to the medical reform policy,help the financial department to better exercise the modern economic management function,provide the basis for the hospital development decision,and improve the economic management level of the hospital. |
