| With the rapid development of China,the Chinese people have gained substantial improvement in the living conditions and spiritual pursuit,and begin to seek more high-quality medical services,while the traditional local medical resources become unable to well meet their demand.Therefore,the construction of high-quality and high-level medical centers has become one of the focus of policy makers.As city clusters expand widely,the combination of regional medical center projects and the development city clusters becomes a critical research field,because the investments and construction on regional medical center projects can not only strengthen regional medical resources,but drive the regional coordinated development,and further insert strengthen into urban agglomeration development and construction of China.However,in the current literature research on regional medical centers,there are few cases combining medical centers with regional collaborative development,which is not conducive to the development of theoretical research on the synergistic effect of regional medical centers in China.Thus,it is very necessary to carry out a systematic study on this kind of issues.Investment decision making is one of the major procedures in project construction,and a systematic and scientific investment decision-making model can maximize the benefits of all sides.This paper comprehensively studies the regional collaborative development and investment decisions in the medical center projects,in order to find the optimal decision scheme to maximize the benefits of the project.With this purpose as a benchmark,this paper first summarizes a large number of literature by analyzing the investment environment and theoretical basis of decision making in medical center projects from the economic,social,environmental and regional aspects.After a deep exploration of the key factors in the process of project investment decision-making,the evaluation index system of 13 indicators in investment decision is modeled,related to economic benefit,social benefit,environmental benefit and regional collaborative development.Then this paper constructs a regional medical center investment decision model by describing the language evaluation value of interval intuitionistic fuzzy number,using AHP method to determine the index weight,and prioritizing the alternatives from MULTIMOORA group decision approach and finally get the optimal alternative.At last,the investment decision model in this paper is verified through the case of regional medical center project investment decision in the m iddle reaches of the Yangtze River city cluster,which proves the reliability and practicability of the model.This paper mainly contributes to the researches on the investment decision of regional medical center in the following three aspects.Firstly,it pays attention to the investment and construction of regional medical centers from the perspective of regional collaborative development,and values the effects of driving the development of the peripheral areas in the investment decision-making process.Secondly,the investment decision-making index system of the regional medical center is established based on the comprehensive consideration of the district collaborative development.Finally,a MULTIMOORA group decision making model based on interval intuitionistic fuzzy number is constructed,which sorts and optimizes the alternatives of regional medical center investment decision making problems,and avoids the limitations of single decision maker and the irrationality of decision maker.These contributions provide references and new thoughts for other regional center investment decision-making issues. |
