Research On Management Problems And Countermeasures Of Voluntary Blood Donation In Yangzhou City

The management of voluntary blood donation involves a wide range of aspects and has a strong policy orientation.It is a long-term,arduous and complex social system project,which is not completed by blood collecting and supplying agencies on their own,but needs top-level design,government dominant and departments’ cooperation.However,due to the late start of China’s voluntary blood donation system,the management of unpaid blood donation is still facing many predicaments.It has been difficult to develop the voluntary blood donation and the actual blood collecting and supplying volumes are far away from meeting the growing clinical blood demand.The frequent occurrence of "blood shortage" has seriously affected the normal development of clinical work and the treatment needs of the majority of patients.This study takes the management of voluntary blood donation in Yangzhou as the object.Through literature research,face-to-face interview,data analysis and other research methods,this paper investigates the current situation of voluntary blood donation management in Yangzhou,including the organizational structure setting of voluntary blood donation management,the development of voluntary blood donation from 2015 to 2019,the management measures of voluntary blood donation.Based on the theory of public goods and the theory of government regulation,this paper summarizes four main problems in the management of voluntary blood donation in Yangzhou: the weak foundation of human resource management in blood station,not fully meeting the needs of clinical blood demand,the difficult management of plasma’s overstocking in blood station and having many difficulties in developing blood donation on the street.These problems are caused by five reasons,including the lack of top-level design at the national level,the absence of management role of local governments,the local government’s insufficient investment in blood station,the weak construction and management of voluntary blood donation culture,and objective factors of economic and social development.On this basis,five countermeasures are put forward: appealing the national level to strengthen top-level design,giving full play to the leading role of local governments,comprehensively strengthening the construction of service capacity of blood station,attaching great importance to the construction and management of blood donation culture and actively promoting reasonable clinical blood use and autotransfusion.It makes a useful and valuable exploration in the hope of strengthening the management of voluntary blood donation and promoting the vigorous development of the cause of voluntary blood donation in Yangzhou.
