Research On The "Combination Of Medical Care And Nursing Care" In Urban Communities

China officially entered the aging society in 1999.After 20 years of development,by 2018,the proportion of the elderly population over 65 years old has reached 11.9%,and the dependency ratio of the elderly is 16.8%.The pension problem is increasingly severe.At the same time,there is a phenomenon of “unhealthy longevity” in the elderly population in China.The number of disabled elderly,semi-disabled elderly and elderly with chronic diseases is large and on the rise,which puts forward higher requirements for health care,rehabilitation and nursing and other medical aspects.Therefore,how to realize the effective integration of endowment resources and medical resources has become the key link of healthy endowment in China.In this context,the party and the government,proceeding from the actual needs of the elderly,vigorously promote and implement the “combination of medical care and nursing care” pension services,in order to effectively integrate the old-age care and medical resources needed by the elderly,and achieve the development goal of “the elderly are supported and the elderly have access to medical care”.This paper first combed out the current situation of aging in China and the policy documents issued by the state to promote the development of the “combination of medical care and nursing care” pension services,and then made a panoramic presentation and research review on the key literature,hot research and cutting-edge directions of the “combination of medical care and nursing care” in urban communities from 2013 to 2019 on CNKI by using the literature visualization analysis tool Cite Space.On this basis,based on the separation theory of public goods supply,the research design of this paper was constructed,namely: In this paper,the supply subjects of the “combination of medical care and nursing care” pension services are divided into prescription-government department and production-pension service institution.From the perspective of the system supply of government departments in the aspects of capital source,medical resources,professional talents and supervision system,the “mutual setting mode of medical support”,“integration mode of medical support” and “cooperation mode of medical support agreement” formed in the practical operation of pension service institutions,this paper analyzes the supply-demand deviation problems of legal policies,professional talents,and funds in the “combination of medical care and nursing care” pension services in urban communities in China.In order to clarify the difference between the actual demand and supply of elderly care services,this paper selected three "combined medical and nursing care" elderly care service institutions in xuzhou region for in-depth interviews,and analyzed the deviation between supply and demand and its causes.Finally,by summing up the practical enlightenment of the comprehensive care service for the elderly in the United States and the long-term care insurance system in Japan,this paper puts forward the countermeasures and suggestions to promote the development of the “combination of medical care and nursing care”in urban communities in China from five dimensions: strengthening the leading role of the government,constructing the talent training system,introducing the market mechanism,exploring the long-term care insurance,and developing the Internet + “combination of medical care and nursing care”.
