Research On The Development Status,predicament And Countermeasures Of Private Hospitals Under The Background Of New Medical Reform

In 2009,a new round of health care system reform was launched nationwide.The CPC Central Committee and the State Council clearly proposed that "encourage and guide social capital to develop medical and health services,and actively promote the construction of non-public medical and health institutions",which opened a new chapter for the development of private hospitals.In recent years,private hospitals have played a positive role in China’s medical and health reform,and become an important complementary force to China’s medical and health undertakings.In the increasingly fierce competition environment,sustainable,healthy and rapid development is an important problem for every private hospital at this stage.As a coastal city in the east of Shandong Province,the economy is developed,the market is active,the private capital is abundant,and the private medical market demand is strong.The provincial Party committee and the provincial government actively responded to the call of the state and made every effort to promote the healthy development of private hospitals.Under the encouragement of national policies,private hospitals in Shandong Province have made rapid development.However,compared with public hospitals,private hospitals,due to the constraints of external environment and their own internal nature,although the number is superior,but the diagnosis and treatment capacity and service quality are still insufficient,which can not really play a role in diverting patients and effectively supplementing the supply of medical resources.This study is based on the current situation of private hospitals in China,taking private hospitals in Shandong Province as an example,to analyze the difficulties faced by private hospitals in the development process,and finally put forward effective countermeasures and suggestions to promote the reasonable and orderly development of private hospitals.Shandong Province is a province with a large population,a large number of elderly people and a large amount of public medical demand.In recent years,the number of private hospitals in Shandong Province has maintained a rapid increase,but the quality of diagnosis and treatment can not be guaranteed,medical disputes and medical accidents occur frequently,resulting in patients and the public’s distrust of private hospitals.Private hospitals lack their own competitiveness and face difficulties in development.How to standardize and guide private hospitals to promote their healthy and orderly development has become an important issue to effectively meet public health needs.First of all,through consulting the data of China’s health and family planning statistical yearbook,this study found that the macro development status of private hospitals in China is low market share and non competitiveness;through media reports and notices issued by relevant departments,it can be seen that the micro development status is frequent medical problems,many negative news,irregular development and low patient satisfaction.Secondly,on the basis of the current situation of the development of private hospitals in China,taking the development of private hospitals in Shandong Province as an example,this paper compares the private hospitals with the public hospitals,and finds that there are some problems in the macro development of private hospitals in Shandong Province,such as incomplete hardware facilities,lack of technical personnel,and lack of diagnosis and treatment capacity.Through the survey of patients’ satisfaction in private hospitals in Shandong Province,using descriptive statistical analysis and structural equation model to calculate and analyze the influence path of each key influencing factor,we get the patients’ satisfaction,and then explore the problems in the micro level.According to the study,the factors that affect the satisfaction mainly include the service attitude of medical staff,the level of diagnosis and treatment of doctors,the condition of complete medical equipment,hospital charges and advertising.Finally,from the macro level and micro level,we put forward the policy recommendations to promote the development of private hospitals.At the macro level,it mainly includes increasing financial support,gradually expanding the medical insurance fixed point of private hospitals,improving relevant policies and strengthening the supervision of private hospitals.At the micro level,it mainly includes improving the private hospital equipment,improving the diagnosis and treatment level of private hospital doctors,shaping the hospital culture,improving the service level of medical staff and formulating a reasonable charging system.These suggestions are of great practical significance to promote the all-round,healthy and orderly development of private medical and health undertakings,to meet the increasingly rich medical and health needs of the masses,and to alleviate the problems such as "difficult to see a doctor" and "expensiveto see a doctor".
