Study On The Management Index System For Sanatorium In New Era

ObjectiveSanatorium is an important part of medical institutions.With the social progress and the accelerated process of aging population,residents have many new demands for convalescent services.In the new round of medical and health system reform,the sanatorium has not yet formed a unified and complete evaluation system.Based on the case analysis of a cadre sanatorium,this study systematically combs the function orientation of sanatorium,selects the relevant indicators of sanatorium management evaluation,and constructs the sanatorium management evaluation system under the new situation,so as to clarify the development direction of sanatorium and promote the healthy development of sanatorium.Method1.Through literature review,taking the provincial public sanatorium as the research object,through field research,case analysis,expert consultation and other ways,this paper makes clear the functional orientation of sanatorium,compares the differences between sanatorium and hospital management evaluation dimensions,uses the balanced scorecard method,initially constructs the sanatorium evaluation index framework,and forms a questionnaire.2.Delphi method was used to select 30 experts,through three rounds of questionnaire consultation,and analytic hierarchy process was used to determine the index weight,and the evaluation index system of sanatorium management was established.Result1.Preliminary construction of sanatorium management evaluation index system framework.Through literature review and case analysis and comparison of provincial public sanatoriums,the service functions of sanatoriums are clarified.By using the balanced scorecard method,the evaluation index system framework of sanatorium management is preliminarily constructed from the four evaluation dimensions of public welfare nature,service provision,operation management and sustainable development.2.The second and third level index construction of sanatorium management evaluation index system.Through three rounds of expert consultation,12 secondary indicators and 42 tertiary indicators were determined,including the implementation of government’s mandatory tasks,patient satisfaction,sanatorium environment,management system,service content,service quality,financial management,cost control,talent team construction,sustainable development and employee satisfaction.3.Determine the weight value of each index in the sanatorium management evaluation index system.Through the consistency test of index weight by AHP,the consistency ratio is less than 0.1,and finally determine the weight value of sanatorium management evaluation index system.4.The order of comprehensive weight of the first level indicators is: public welfare(0.3333),operation management(0.3333),sustainable development(0.1667)and service provision(0.1667).The order of comprehensive weight of secondary indicators is: implementation of government’s mandatory tasks,development of key specialties,talent team building,organization and management,employee satisfaction,patient satisfaction,financial management,service quality,medical environment,cost control,service efficiency and service quantity.The top ten comprehensive weights of the three levels of indicators were as follows: the number of papers published in core journals per 100 employees,the completion rate of mandatory recuperation tasks,the number of major support tasks,the service satisfaction,the number of counterpart helpers,the recognition of employees,the comprehensive index of environmental assessment(green area coverage rate / parking space / plot ratio,etc.),the proportion of health care professionals,the proportion of health care professionals,the proportion of health care above the provincial level,the average age of the leading group and the work of Party building per 100 employees.5.The reliability and validity of the questionnaire.It has good reliability and validity.The effective recovery rate of the three rounds of questionnaires was more than 80%,the authority coefficient of experts was more than 0.7,the coordination coefficient of evaluation index was less than 0.05 by significance test,and the representativeness,coordination and reliability of consulting experts were good.Conclusion1.Through this study,it is found that there is no unified evaluation index system for sanatorium management in China;The management evaluation system of sanatorium mainly focuses on the quality management evaluation and satisfaction management evaluation of sanatorium.It does not pay enough attention to the systematic and comprehensive management of sanatorium.Therefore,it is urgent to explore a unified and systematic management evaluation index system of sanatorium.2.Taking a cadre sanatorium in Shandong Province as an example,on the basis of field research and case analysis,the study constructs the sanatorium management evaluation index system.The research method is feasible,the system content is reasonable,and the research results are reliable,which can provide the basis for the management evaluation of sanatorium in China.3.The weight of sanatorium management evaluation index system should focus on the content of sanatorium management evaluation.Sanatorium management evaluation index plays a guiding role in defining the function orientation of sanatorium,improving service and enhancing brand characteristics,so as to promote the sustainable development of sanatorium.
