Research On Equalization Of Basic Medical And Health Services In Shandong Province

Health is the fundamental guarantee for the development and continuity of human society,the basic premise for economic and social development,and the common aspiration of the people.The state has always attached great importance to the health of the people.Since the reform and opening up,China’s medical and health undertakings have developed rapidly,the medical and health service system has been gradually improved,and the health level of the people continues to rise."Healthy China 2030" planning health mentioned in China’s fundamental purpose is to achieve universal health,through perfecting the policy system,extension,medical and health services content and scope,improve the quality of medical and health services,measures such as needed to make all the people enjoy,have quality,affordable fair and health services.With the constant improvement of the economic development and health consciousness,people for the needs and requirements of the medical and health services is becoming more and more high,but because of the unbalanced development between regions,uneven distribution of resources,people demand for different reasons,such as between regions,urban and rural,between people and enjoy basic medical and health services are still differences,causing significant difference on the space level of services.In the existing literature,for to ensure equal access to basic medical and health services research,mostly in province as the research unit of a region or an economic integration throughout all the provinces in mainland band gap,or research a province or city equalization between urban and rural differences,and to a certain of various cities in the province as the research unit of the literature.Therefore,based on the data availability chose10 cities in shandong province as the research object,study of shandong province to ensure equal access to basic medical and health services,this article content not only can enrich the basic medical and health services in provincial,within the scope of the research results can also be equal to improve the level of basic medical and health services and in shandong province level provide reference,It has certain theoretical and practical significance.Firstly,this paper summarizes the research methods and contents of domestic and foreign scholars on basic medical and health services,and sorts out the research ideas and innovations of this paper.Secondly,in order to comprehensively study the status quo of basic medical and health services in ten prefectures and cities in Shandong Province,six indicators are selected to briefly describe and analyze the status quo of basic medical and health services in ten prefectures and cities in Shandong Province from three aspects of government medical and health investment,allocation of medical and health resources and medical and health service results.Then,six indicators were selected from three aspects of input,output and results to construct the equalization index system.After the weight of each indicator was obtained by using the entropy method,the basic medical and health service level index of each city from2010 to 2019 was obtained.Then,eight influencing factors were selected from six aspects,including regional economic development level,government investment,financial system,residents’ demand for medical and health services,population factors and urbanization level,and the fixed effect model was used for regression analysis to explore the influence of each factor on the service equalization of various cities in Shandong Province.Finally,according to the above content,analyzes the reasons for the unequal basic medical and health services in Shandong Province,and puts forward suggestions to promote the unequal basic medical and health services in Shandong Province.Through empirical research,this article research conclusion mainly include:（1）From the level of basic medical and health services composite scores,there are significant differences between the ten cities of Shandong province,among them,the service level obviously rise in Jinan,Qingdao,Zaozhuang,the lower Dongying,Yantai,Weifang,Tai’an,Weihai,Rizhao,Dezhou;（2）From the factors influencing the equalization level of basic medical and health services,per capita GDP,the proportion of government medical and health expenditure in government public budget expenditure,fiscal decentralization,urban residents’ demand for medical and health services,and population density have a positive impact on improving the equalization level of basic medical and health services.The government’s financial self-sufficiency,rural residents’ demand for medical and health services,and urbanization rate have a negative impact on the improvement of the equalization of basic medical and health services.（3）The reasons for the unequal basic medical and health services among ten cities in Shandong province include: the difference in medical and health input,the imperfect supply mechanism of basic medical and health services,the unreasonable distribution of medical resources,and the lack of complete and effective supervision;（4）In order to promote the equalization of basic medical and health services in Shandong Province,the following suggestions are put forward: increase medical and health investment,improve medical and health supply mechanism,rationally allocate medical resources,and improve the supervision and evaluation system of medical and health services.
