Study On The Role Of The Government In The Construction Of The Rural Public Culture In The Border Minority Areas ——A Case Study Of The Miliangquan Huizu Township In Qapqal County

As an important part of the construction of socialist culture with Chinese characteristics in the new era,the construction of rural public culture has important practical significance for the revitalization of rural areas and the construction of a new pattern of urban-rural integration.At present,socialism with Chinese characteristics has entered a new era,and the principal contradiction of our society has been transformed into a contradiction between the people’s growing needs for a better life and unbalanced and inadequate development.The insufficient and unbalanced development of rural public culture,including border minority areas,has also brought brand-new contradictions.The local government plays an irreplaceable and important role in the construction of rural public culture in border minority areas.This study takes Miliangquan Township,Chabuchal County,Yili,Xinjiang as the research sample,using the methods of literature research,interview survey and questionnaire survey,focusing on the construction of rural public culture in border minority areas and the role of the government.A questionnaire survey was conducted for the people in Miliangquan Township,291 valid questionnaires were distributed,and 21 relevant leaders and cadres at county,township and village levels were selected to interview.The study found that the construction of rural public culture in border minority areas has made great achievements in the field of ideology,the supply of multiculturalism,the inheritance and development of traditional culture and so on.At the same time,the local government is lack of planning for the construction of rural public culture,the mechanism of cultural management system is rigid,propaganda in rural cultural positions is imperfect,the concept of government governance is backward,and the ability of organization and leadership is inadequate.It leads to the absence of the role of the government in the construction of rural public culture.It is embodied in the lack of diversified supply of cultural infrastructure,the lack of talent resources in cultural governance,the lack of Chinese cultural identity and so on.These problems seriously restrict the harmonious development of rural public culture construction in border minority areas,and are not conducive to the leading role of socialist core value system.Therefore,taking the supply-side reform as the core,changing from a control-oriented government to a service-oriented government,strengthening the government’s guiding role and top-level planning ability in cultural construction,precise investment,optimizing the environment,strengthening organizational leadership,and building a team of talents,it is an important path choice to strengthen the role of the government in the construction of rural public culture in border minority areas.
