| Since the implementation of the reform and open policy,China has grown from rich to strong.With the rapid development of national economy,people are eager for more perfect public cultural services.High quality public cultural services are not only an important part of the overall layout of national development,but also an indispensable way to enrich people’s spiritual life.The existing public cultural activities are difficult to meet the real needs of the masses.The funds needed for the activities are scarce,and the promotion of public cultural services is facing the challenges of insufficient supply,low quality,and large regional gap.The exploration of the form of voluntary supply by the masses is of great significance to solve the above problems.Because the collective voluntary supply has the advantages of strong supply pertinence,matching the cultural demand of the people and relieving the pressure of the government’s cultural capital supply.From the perspective of mass voluntary supply,this thesis explores the feasible ways to further promote voluntary supply,which is of great significance to promote the development of public cultural activities and achieve stable and efficient supply.Through the analysis of the case of "Rural Spring Festival Gala" in Lishui,the author summarizes the characteristics and experience of the local voluntary activity form,and concludes that the key points affecting the voluntary activities are:(1)effective organization and development mode;(2)incentive mechanism to encourage the masses to participate;(3)sufficient fund supply for activities;(4)making full use of existing resources.Then this thesis points out that in the face of the above key factors,voluntary activities need to be improved in terms of encouraging people to participate in cooperation and promoting donations as much as possible.In view of the key points to be perfected in the implementation of voluntary activities such as “Village Spring Festival Evening”,based on the collective action theory,game theory and social preference theory,this paper establishes different models from the perspective of reputation non-cash incentive and lottery cash incentive,and proposes two ways to promote the effective development of voluntary activities.Based on the calculation experiment method,the model is not only verified,but also the feasibility of the scheme is analyzed.Besides,the actual effect of incentive mode on voluntary supply is observed.This thesis proposes the following suggestions for promoting the effective development of voluntary supply cultural activities based on the evolution analysis results of the model:(1)Applying the role of reputation management to achieve collective voluntary supply,using appropriate forms to reward some cooperative highreputed individuals,and to punish some low-reputation individuals;(2)In the process of cultural fund-raising with the lottery reward mechanism,people can be effectively encouraged to donate money for public cultural activities by selecting the appropriate winning rate and lottery reward combination. |
