| According to the No.1 document issued by the CPC Central Committee in 2020,tackling prominent ecological and environmental problems in rural areas is a requisite part of the CPC Central Committee’s strategy for rural revitalization,and ensuring food security is a top priority.Efforts should be made to reduce pesticide and fertilizer use and stabilize grain production.The Fifth Plenary Session of the 19 th CPC Central Committee called for “unswervingly implementing the new development concept of innovation,coordination,green,opening up and sharing”.Pesticides as the important agricultural inputs,to the stability of agriculture,crop yield and farmers’ income are made great contribution,but with the development of the world pesticides,the unreasonable grain farmers applying pesticide behavior,especially the excessive application of pesticide,increased the cost of production,caused agricultural pesticide residues and environmental pollution problems,serious impact on the food quality and security of the ecological environment.Since the Ministry of Agriculture and Rural Affairs issued the Action Plan for Zero Growth of Pesticide Use by 2020 in2015,various provinces and cities have carried out a number of pesticide reduction actions and formulated a number of pesticide reduction measures,and achieved corresponding results.Pesticide reduction is a long-term task.Assessing the effect of various policies,farmers willing to adopt pesticides on incentive policies for building a resource-conserving and environmentally friendly sustainable pest management technology system is very important.The paper from the perspective of farmers,based on the grain farmers’ preferences of incentive policies of reduced application of pesticides will study,evaluation effect of incentive policies,the effective pesticides on incentive policies for the government to provide reasonable suggestions.In this paper,on the basis of the comprehensive carding domestic and foreign related literature,to grain farmers around the city of Shandong province as the research object,uses the choice experiment(set technical support,biological pesticide,propaganda of environmental protection and agriculture insurance subsidies for incentive policies’ attributes,set properties of pesticide usage rate for policy results),through the questionnaire to obtain pesticides,farmers build mixed Logit model,to explore the farmers of pesticides on incentive policy preferences,through the analysis of the interaction effect possible sources;Using the latent category model,the heterogeneity of farmers’ preferences was explored.The results show that:(1)Farmers generally have a certain degree of risk perception and are able to recognize the negative impact of pesticides on the environment and food safety,but they lack effective access to pesticide knowledge.(2)Farmers are generally willing to adopt incentive policies for pesticides reduction,and are willing to make changes to achieve a higher level of utility.(3)There is a complementary relationship between pesticide insurance,biopesticide subsidy policy and environmental protection publicity policy;technical support and environmental protection propaganda policy present substitution relationship.(4)According to the heterogeneity of farmers’ preference for relevant policies,farmers can be divided into “policy sensitive type”(36.5%),“subsidy preference type”(38.5%),and “content with the status quo type”(25%).(5)The four policy attributes of pesticide reduction incentive policies have significant effects on reducing pesticide usage of farmers,and the order of effect is the policy of agricultural insurance,technical support policies,biological pesticide subsidy policies and environmental protection propaganda policies.Farmers’ willingness determines the rationality and implementation effect of incentive policies.The incentive policies for pesticide reduction should be formulated in accordance with the policy preferences of farmers,especially in view of the heterogeneity of preferences,and pay attention to the coordination and emphasis of policy combinations.In order to improve the implementation effect of incentive policies related to pesticide reduction and application,the government should make full use of agricultural cooperatives and other organizations to carry out agricultural training,open up channels for obtaining agricultural information,strengthen agricultural insurance publicity,expand agricultural insurance coverage,provide reasonable subsidies for biological pesticides,and increase publicity of policies related to environmental protection.The main innovation of this paper is that the choice experiment is used to evaluate the comprehensive implementation effect of several policies.Through the behavior choice of farmers and from the perspective of farmers’ preferences,the implementation effect of multiple pesticide reduction incentive policies was comprehensively evaluated,which enriched the method system of policy effect evaluation. |
