Manufacturing Agglomeration, Environmental Regulation And Green Economic Efficiency

Since the reform and opening up for more than 40 years,the agglomeration of manufacturing industry has been one of the typical characteristics that promote the rapid development of China’s economy.While making great achievements,it is also necessary to change the traditional development concept,pay attention to the environmental problems brought by manufacturing enterprises,and do Eco-environmental protection should be taken into consideration at the same time of economic development,to achieve the goal of realizing the transition of economic development from the stage of rapid growth to the stage of high-quality development,and to promote the green transformation of manufacturing enterprises.With the continuous improvement of my country’s socialist market economy system and the gradual modernization of economic and social production,the phenomenon of industrial agglomeration continues to emerge.my country has formed many industrial parks,among which the number and scale of manufacturing enterprise parks is relatively large.On the one hand,through positive externalities such as mutual learning between enterprises in the park,sharing of industry-related information,and sharing of infrastructure,the company promotes the production of more and better products in a short period of time,and improves the production efficiency of enterprises.Development and innovation promote the green growth of the park economy.On the other hand,the development of industrial agglomeration to a certain stage will produce negative externalities.These negative effects will hinder the production of enterprises and cause environmental pollution,which is not conducive to the improvement of green economic efficiency.Therefore,one of the key issues to be solved in the research of this article is to explore the impact mechanism of manufacturing agglomeration on the efficiency of green economy.At the same time,in order to effectively improve environmental pollution and protect the ecological environment,the government has always adopted various measures and formulated many environmental regulations and policies in order to guide the green transformation of manufacturing enterprises.Environmental regulation has "innovation compensation effect" and "compliance cost effect".Specifically,the innovation compensation effect means that environmental regulations will encourage enterprises to reduce their production costs through agglomeration and innovation,thereby promoting technological innovation and improving the level of green economy development;compliance with cost effects means that unreasonable environmental regulations will lead to The increase in corporate pollution control costs has crowded out corporate innovation capital investment,causing vicious competition in agglomeration areas,and forced companies to withdraw from industrial parks.In summary,manufacturing agglomeration and environmental regulations are closely related to the green development of the regional economy,and there is a close relationship between the three.In view of this,this article starts with manufacturing agglomeration and environmental regulation,and uses green economic efficiency as the research end point to study the influence mechanism and principle of action among the three.This is of great significance for my country to rationally plan manufacturing industrial parks,guide manufacturing enterprises to optimize agglomeration,formulate scientific and reasonable environmental regulation policies,guide contemporary manufacturing enterprises to green transformation and upgrade,and ultimately achieve high-quality economic development in my country.This article first summarizes the existing literature and research results at home and abroad,and then by drawing on the theory of industrial agglomeration externality,pollution refuge hypothesis,compliance cost hypothesis,Porter hypothesis and other theories,it defines manufacturing agglomeration,environmental regulation and green economic efficiency.The connotation of the concept of manufacturing industry agglomeration,environmental regulation and China’s green economy efficiency theoretical analysis framework.Secondly,based on the availability of data,this paper selects relevant data from 30 provinces,cities,and autonomous prefectures(except Tibet,Hong Kong,Macao and Taiwan)from 2003 to 2018,and uses location quotient methods and super-efficiency SBM models to measure the manufacturing industries in each province and city.Concentration degree and green economy efficiency,and analyze the current situation of manufacturing agglomeration and green economy efficiency from the two dimensions of time and space.Finally,a panel model and a threshold regression model are constructed to empirically analyze the relationship between manufacturing agglomeration,environmental regulation,and green economic efficiency.Through theoretical and empirical analysis,the main conclusions of this paper are as follows:(1)In terms of manufacturing agglomeration,China’s overall manufacturing agglomeration is relatively high,and the overall trend is slowing down.The regional distribution shows a shift from the eastern region to the eastern region.The central and western regions have a decreasing trend,and the gap between regions has shown a narrowing trend;(2)In terms of environmental regulations,the national environmental governance investment and the completed investment in industrial pollution control have shown an upward trend year by year.China has always attached great importance to environmental pollution control.,Actively implement environmental regulations and policies;(3)In terms of green economy efficiency,the national green economy efficiency is at an upper-middle level,showing a slight downward trend.From a regional perspective,the eastern region has the highest average value,followed by the central region,and the western region the lowest;(4)In the overall national regression,manufacturing agglomeration mainly exerts agglomeration effects.The regression results support the "following the cost hypothesis" and the "pollution refuge hypothesis".There is an inverted U-shaped relationship between manufacturing agglomeration and green economic efficiency.Environmental regulations have a significant negative effect on the efficiency of the green economy,that is,high-strength,unreasonable and unscientific environmental regulations are not conducive to the improvement of green economy efficiency.The regression coefficient of the urbanization level is significantly negative,which may be due to the pollution caused by the increase in urban population and the expansion of the urban-rural income gap is not conducive to the healthy and stable economic development.The regression coefficients of the R&D level and the technology market level are significantly positive,indicating that the technology The progress and the spillover of technological knowledge can promote the development of the green economy;(5)From the results of the threshold regression model,when manufacturing agglomeration acts on the efficiency of the green economy,there is a threshold effect based on the intensity of environmental regulations.Analyzed from the regional level,the overall situation of my country is that with the changes in the intensity of environmental regulations,the agglomeration of the manufacturing industry has played a role in promoting and then inhibiting the improvement of China’s green economy efficiency,showing an inverted "U"-shaped relationship as a whole,but the current restraining effect It is not significant.The eastern,central and western regions all have a single threshold effect,and the eastern,central and western regions all appear to have an impact relationship that has weakened the effect of manufacturing agglomeration on the improvement of green economy efficiency after crossing the threshold of environmental regulation.Based on the above research conclusions,the paper puts forward relevant policy recommendations from the following aspects:(1)Promote the
