| Datong mine is the birthplace of mines in Huainan area.As early as the Wanli period of the Ming Dynasty,the development of coal resources was recorded.Various kinds of resources were closed at the end of the 1970 s,and the relics of mining activities such as wellhead,derrick and ash pile were retained.In November 2004,the Ministry of Land and Resources of the People’s Republic of China began to declare the Mining Park in order to manage,restore,protect and reuse the mining ecological environment of closed mines,and accelerate the economic transformation and social development of resource-exhausted cities.The construction of Mine Park is a project with a number of technology integration,which has the characteristics of environmental management projects,but also involves the protection of mining relics,waste mine management and other characteristics.The construction of the national Mine Park project requires the participation of many government departments such as mining,culture,tourism environmental protection.Due to the different requirements of different government departments,it is easy to form conflicts in environmental protection and development.From the construction situation of the national Mining Park that has been opened,only more than 33 of the 88 national mining enterprises in the first four batches,half of the total approved construction qualification,and even one has the revoked construction qualification,which can be seen that there are many problems in the construction of the Mine Park project.Before the construction,during the construction,after the completion and operation of the project,the problems and deficiencies,all need to carry out the post-project evaluation work to assist in the discovery.This paper takes Datong National Mine Park as the research object,introduces the basic situation before,during and after the construction of Datong National Mine Park,and analyzes the project construction situation through the comparison method.Then take research and data collection,reference to a large number of literature,expert consultation and questionnaire form,build the project process evaluation,benefit evaluation,resources and environment evaluation and social benefit evaluation and so on four levels,project decision,preparation and implementation of the construction of16 indicators of mine park evaluation index system.Determine the weight of the multi-level index evaluation system using the Analytic Hierarchy Process(AHP),obtain the membership matrix by introducing the Fuzzy Comprehensive Evaluation(FCE),conduct the project post-evaluation based on the AHP-FCE model,and according to the relevant norms and standards,introduce the index grade score,and calculate the comprehensive score.After the completion of the project construction,the project process,benefits,resources,environment and social benefits are evaluated,pointing out the problems and put forward suggestions.Combined with the project approval,construction,operation process and economic,environmental,social benefits,comprehensive evaluation,project main indicators can achieve expected goals,although chase national Mine Park belongs to public welfare projects,after completion of no tickets,no capital income,but outstanding social significance,project achieved good benefit and influence,the project basic success,comprehensive benefit evaluation score is 84.599 points.The project can provide improvement opinions and countermeasures for the existing mine park mining relics protection project,improve the operation level of future investment projects,provide lessons for the proposed Mine Park mining relics protection project,avoid the risks in the early decision and implementation of the previous project,and avoid the recurrence of similar problems.At the same time,the research results can enrich the evaluation and research of domestic Mine Parks,provide a foundation for the protection,utilization,restoration and treatment of mining relics,and provide a basis for the overall economic and social development of Huainan city,the sustainable mine survival and the improvement of environmental conditions.Figure [9] Table [34] Reference [82]... |
