Research On The Optimization Of Coordinated Management Of Urban Domestic Waste Classification In Chengd

By the end of 2019,Chengdu had a permanent resident population of 16.581 million,making it one of the largest cities in China.With the continuous expansion of urban scale and population in Chengdu,there are more and more domestic garbage,and the problem of urban household garbage disposal is becoming more and more serious.It has become an important problem that pollutes the environment,affects people’s daily life and restricts the sustainable development of the city.The traditional landfill and incineration methods occupy more and more land and cause pollution to the environment.Garbage classification is the only way to solve the environmental problems such as "garbage siege".Chengdu is the national key city garbage classification,and layout form of government as a dominant force in the lead,enterprises,residents and social groups for the participation of multiple subjects,garbage classification collaborative governance system,but in the policy specific implementation process,the Chengdu city government faced with daunting challenges,and garbage classification policy is not satisfactory.On the basis of extensive research on domestic and foreign literatures related to collaborative governance and waste classification,this thesis comprehensively summarizes the current situation and problems of collaborative governance of urban solid waste classification in Chengdu,and uses the theoretical analysis framework constructed by the connotation of collaborative governance theory to conduct in-depth analysis on the causes of the problems.This article points out that the Chengdu city life garbage classification reality of the collaborative governance,the rights and obligations has been clear about the government,enterprises and residents,social organization,and reveals the lack of government governance specification lead,market in a short board,residents to participate in a lack of enthusiasm,lack of social organizations to participate in many problems,from the collaborative theory of "governance subject pluralism and diversity,subsystem collaborative management authority,self-organization dynamic coordination" find the root of problem reasons,and then explore what multiple subjects can do in living garbage classification in collaborative governance.This thesis believes that the reasons for the existing problems in the current collaborative governance of life garbage classification can be explained from such aspects as the weak concept of collaborative governance of household waste classification,the weak establishment of collaborative governance platform,the imperfect collaborative governance system and the imperfect collaborative governance mechanism.Therefore,this article puts forward management optimization follow with Chengdu city life garbage classification to legislative first,people-oriented,return to the market,the basic principles of the whole people to participate in,from four aspects including strengthening the concept of synergy,building collaborative platform,to strengthen the construction of collaborative system and improve the work mechanism,optimize the garbage classification of cooperative governance,further strengthen the living garbage management,fully implementing the garbage classification system,realize the city fine management,fully reflects the new development concept of the city.
