As China’s economy entered the "high-quality development" stage,it is necessary to speed up the construction of an ecological civilization system.As an essential part of the construction of ecological civilization,wastewater treatment projects are getting more and more attention.Therefore,China has introduced the PPP model to effectively reduce the financial pressure on the government and provide quality services.In recent years,the PPP model has developed rapidly in my country.However,there is still room for improvement in the scale and quantity of the PPP model used by our national flag county and district governments.Therefore,it is necessary to conduct risk management research on the Banner County sewage treatment PPP project.The research object of this paper is the PPP project of the sewage treatment plant in H town.As a typical case of practicing green development and ecological civilization,this project represents an important measure to implement the comprehensive ecological management of the Daihai Sea and the requirements of central environmental protection supervision.Through an in-depth study of the basic theory of the PPP model and the characteristics of sewage treatment enterprises,based on a literature review and questionnaire survey,the risk evaluation index system of the PPP project of H town sewage treatment plants is established.This paper uses the analytic hierarchy process and the fuzzy comprehensive evaluation method to evaluate and analyze the PPP project of sewage treatment plants.The risk evaluation system of the H town sewage treatment plant PPP project divides the risk index factors into three levels: target level,main factor level,and sub-factor level.The evaluation index system evaluates from 4 aspects,such as project and market,and 16 elements,such as law,financing and construction.The weight of risk factors is calculated through expert evaluation and judgment matrix,and the importance ranking of risk indicators is obtained.It is concluded that project level risk,market level risk and operation level risk are considered to be the key risks of the project risk management.The fuzzy comprehensive evaluation method is used to quantitatively evaluate the risk indicators.The overall risk value is 42.3,the risk level is low,and it is suitable for the operation of PPP mode;It is concluded that the higher risks of the project are engineering quality risk,force majeure risk,construction process risk and policy and legal risk,which need to be prevented in the process of project implementation.According to the evaluation results and risk sharing principle,some targeted risk response strategies and risk sharing strategies can be put forward;Government departments need to improve relevant policies and systems,optimize the business environment,strengthen supervision and regulation,support projects by providing policy preferences and various subsidies,and avoid violations in the process of operation by providing enterprises with legal aid,policy consultation and other services.Social capital should innovate financing methods,broaden financing channels,and actively prevent and resolve financing risks;We should strengthen the dynamic risk control during the construction process,carefully organize the acceptance,and ensure the smooth operation of the project.At the same time,the government and the capital should reasonably share the risk and minimize the risk as far as possible to ensure the economic and social benefits of the project,and ensure the effective reduction of project risk loss,cost reduction and efficiency increase.There are still deficiencies in the risk management of sewage treatment PPP projects in Banner County.I hope this study can provide some reference for the management decision-making and risk avoidance of such projects,and improve the ability of risk prevention and response.
